Job Description
Operational monitoring and development of projects in Burundi in the following sectors:
- Health (monitoring of the Amagara Yacu 2 project and potential development of new projects);
- Public finance/financial governance;
- Portfolio of projects supporting NGOs/CSOs;
- Potentially other sectors such as vocational training/employment, the financial and banking sector, agriculture, etc.;
- Gender and Communication focal point for the Bujumbura office.

1. Implementation and monitoring of ongoing projects:
- Ensure the operational monitoring of activities of projects financed by the AFD, ensuring their proper implementation in accordance with defined objectives and applicable procedures;
- Maintain a constructive and regular dialogue with national authorities, implementing partners, and project stakeholders;
- Guarantee compliance with contractual commitments, supervise disbursements, and ensure compliance with procurement procedures;
- Coordinate and monitor technical assistance programs related to projects.
2. Prospecting and developing new projects:
- Identify, in collaboration with AFD partners, opportunities for new projects that meet AFD's strategic priorities in Burundi;
- Prepare and conduct the development of new projects, in consultation with the teams at AFD Headquarters.
- Monitor AFD's strategy and sectoral policies:
- Contribute to the development and implementation of AFD's strategy in Burundi;
- Actively participate in sectoral and thematic working groups in AFD's priority areas in Burundi (health, gender, public finance, etc.);
- Collaborate on strategic planning work conducted by national authorities and donors, within the framework of coordinating official development assistance in Burundi.
3. AFD Representation
- Represent AFD to development partners and national authorities in dialogue forums, conveying AFD's vision and priorities;
- Strengthen AFD's visibility and influence in discussions on sustainable development and cooperation in Burundi.
Secondary Activities (non-exhaustive list):
1. Communication Focal Point
- Support the implementation of the Bujumbura Office's communication plan, in collaboration with the Regional Directorate for East Africa's Communication Officer.
1. - Participate in promoting AFD's actions and projects in Burundi through appropriate communication tools and materials.
2. Gender Focal Point
- Contribute to strategic thinking and internal initiatives promoting gender mainstreaming;
- Monitor actions aimed at promoting gender equality in projects implemented in Burundi;
- Stay informed about best practices, coordinate communication on the subject, and support the team in using gender mainstreaming tools.
3. Cash Management
- Serve as the primary cashier for the Bujumbura office;
- Manage the cash fund, including cash inflows and outflows, maintaining the cash journal, and preparing monthly cash counts.
4. Temporary Project Management (Education, Vocational Training, Energy) During Team Member Absences -
Assume responsibilities related to other projects in the absence of the primary project manager, ensuring continuity of activities.
