Join us on our fight for an AIDS-free generation.Job DescriptionAs part of its ESPOIR 2030-Kinshasa project, funded by DOS and supporting the Ministry of Health of the Democratic Republic of Congo, EGPAF is recruiting a Strategic Information & Evaluation (SI&E) Manager. Reporting directly to the DCOP/Clinical Services, the SI&E Manager leads the M&E department of the ESPOIR 2030-Kinshasa project. The SI&E Manager plays a key role in project implementation and contributes to monitoring M&E activities at the level of the project's implementing partners (clinical or community-based).

Key Deliverables

The candidate selected for this position must be able to: * Coordinate training on Monitoring and Evaluation aspects for the staff of the ESPOIR 2030-Kinshasa Project and the service providers at the sites:

  • Schedule annual training for the technical team on data collection tools, reporting tools, and the databases used.
  • Identify the training needs on M&E and organize the training workshop for technical staff and service providers at sites supported by the ESPOIR 2030-Kinshasa Project.
  • Management of individual and aggregated program data for reporting to donors (DATIM), ASF and EGPAF Global
  • Ensuring quality control of aggregated and individual data: Completeness, accuracy, duplicates, etc.
  • Prepare standard and specific reports for performance indicators, program contractual and other, using various databases: DHIS 2, GLASER, DATIM, EMR, Tiernet and CME
  • Physical and electronic archiving of Project data;
  • Ensure the completeness of databases from past tax years and their (electronic) archiving in the designated locations.
  • Ensure the completeness of the (paper) reports from the sites of completed projects and their filing in the designated containers and locations.
  • Ensure the quarterly completeness of the (paper) reports from the sites under support, after each quarterly reporting period.
  • Participate in meetings with the Donor and the Ministry of Health as needed
  • To represent or be part of the Project representatives at meetings to which the ESPOIR 2030-Kinshasa Project is invited.
  • Provide a summary verbal or written report to management and/or colleagues for information sharing and accountability.
  • Prepare for and participate in data reviews,
  • Analyze and comment on the data
  • Prepare the slide presentations
  • Share the slides with the technical team and gather feedback.
  • Participate in the development and updating of tools for collecting, reporting and using Project data.
  • Perform all other tasks requested by management.

Essential Qualities

Essential Qualities
  • Degree in human medicine, Bachelor of Science in Nursing, in community and/or public health or Master's degree in fields related to site supervision, data collection and control;
  • At least 5 years of proven experience in supervising and monitoring the implementation of HIV activities at the health facility and/or community level;
  • Experience and understanding of the health system in the DRC and of the community structure required for the implementation of the integrated health program;
  • Excellent oral and written communication skills, including report writing and presentation skills;
  • Good computer skills, including proficiency in MS Office and internet/email
  • Experience working in a multidisciplinary team
  • Having a critical mind and being practical in analysis and able to work with little supervision.
  • Being methodical and organized, and knowing how to work while respecting guidelines and deadlines;
  • Having a creative mindset and the ability to overcome challenges;
  • Experience working with national/international NGOs and public sector institutions, including the Ministry of Health;

  • Prior experience in a similar role within an international organization
  • Knowledge of the laws and rules of funding agencies (US government funds)
  • Available to learn other software and databases
  • Mastery of DHIS2
