Job Description
The Norwegian Refugee Council (NRC) is an international non-governmental organization of Norwegian origin, present in more than 25 countries worldwide. It has been active in the Democratic Republic of Congo since 2001. Its programs in the country focus on Education, Rapid Response to Population Movements (RRM), Protection and Humanitarian Mediation, Shelter, Water, Hygiene and Sanitation (WASH), Information, Counseling and Legal Assistance (ICLA), as well as Food Security and Livelihoods (FSL) for displaced populations, returnees and host communities.
Through its Shelter and Infrastructure interventions, NRC works to improve the living conditions of displaced persons, returnees, and vulnerable host communities. The actions implemented aim to guarantee immediate access to dignified, inclusive, and suitable housing and infrastructure in safe spaces to meet the specific needs of affected households.
Interventions include the construction and rehabilitation of shelters (emergency, transitional, or locally improved), the construction and renovation of classrooms and community infrastructure, and the distribution of essential household items. NRC also provides technical support to households and communities to promote more sustainable, resilient, and humanitarian-compliant housing solutions, while fostering community mobilization and participation.

NoKey Deliverables
- Compliance with and adherence to NRC policies, tools, manuals and guidelines;
- Shelter staff management;
- Contribute to the development of country, zone and program strategy, initiate and participate in the relevant development of projects;
- Coordinate and manage the implementation of Shelter projects (activities, budget and project documentation) in line with donor proposals, strategy and requirements;
- Implement the technical direction and ensure high technical quality of projects;
- Provide regular progress reports to Area Managers and the Shelter & Settlements Specialist;
- Ensure that projects target beneficiaries who are most in need of protection, explore and evaluate new/alternative better ways to provide assistance;
- Develop and manage project budgets in cooperation with Core Competencies Specialists (CCs) and coordinate across with other NRC CCs;
- Ensure capacity building for staff and transfer of key skills;
- Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/groups/working groups;
- Promote the rights of IDPs/refugees and returnees/repatriates in accordance with the advocacy strategy.

| Product & Project Management | Minimum 3 years of experience in a field of technical expertise in a humanitarian/recovery context. At least 2 years of expertise in the Shelter field (as a project manager or similar responsibilities). Documented results related to the responsibilities of the position. Master's degree or equivalent in a relevant field of civil engineering (construction), architecture, construction or a related field of expertise. Work experience in complex and volatile environments. Knowledge of one's own leadership skills/profiles. Fluency in French, both written and spoken, and proficiency in English are an asset. |
