Job Description
The Risk and Compliance Coordinator for the FIL-East consortium will contribute to the DRC country office's efforts to ensure compliance with local laws, NRC policies and procedures, and donor regulations within the consortium framework. This position will be independent of program, finance, and other functions.The Risk and Compliance Coordinator will work with all departments and functions to ensure a robust internal control environment, and that NRC procedures and policies as well as those of donors are respected.Under the technical support of the Risk and Compliance Manager, he/she oversees risk management and compliance for the consortium. He/she develops and disseminates standardized tools (risk matrices, compliance checklists, internal control protocols) and ensures their consistent application. He/she provides ongoing technical support to partners to prevent financial, contractual, and operational risks, in line with INTPA and PRAG requirements.He/She will ensure compliance in the daily implementation and in the proper management of the Consortium's donor funds.

General ResponsibilitiesImplement NRC systems and procedures in your area of operation.Ensure adherence to NRC policies, manuals, guidelines and donor requirements.Prepare and submit reports and analyses.To supervise and manage the team under his/her supervisionEnsure that the processes are transparent, economical (cost efficient), and in accordance with anti-corruption guidelines.Promote the strategic use of data for decision-making at the country level.Promote the rights of IDPs/returnees in accordance with the advocacy strategySpecific ResponsibilitiesContribute to the development and updating of the FIL-East SOPs (identification & participatory selection of micro-projects (cohorts), prevention of conflicts of interest, transparency) and participate in the scoping/validation workshops of common tools.Contribute to the deployment of an objective selection framework with criteria (relevance, feasibility, community anchoring, sustainability, conflict/gender sensitivity);Establish the compliance matrix covering the micro-project cycle, local procurement by CSOs, tranche release, document controls and mandatory audit trail;Contribute to the conduct of initial due diligence of CSOs (governance, finance, HR, procurement, accountability, risk management), in line with the organizational diagnosis provided for by the project;Contribute to the design and review of contractual models (CSO grant agreements, ethical clauses, traceability obligations, data protection, EU visibility);Focal point for all internal and external audits and control visits of the consortium, ensuring the compliance of each transaction with internal regulations and donor requirements, and ensuring the follow-up, documentation and implementation of audit recommendations in the “Recommendation Tracker” (Checklist);Conduct spot checks with all members of the consortium, in addition to reviewing the internal control mechanisms put in place by each partner.Conduct ad hoc visits to micro-project implementation sites to verify their compliance with NRC policies, procedures, and operational standards, as well as risk management and compliance requirements. Following field visits, develop individualized support plans with partners regarding compliance and internal control, and provide ongoing technical support and coaching throughout the implementation of micro-projects;Contribute to the development and facilitation of capacity building modules in risk management, compliance and internal control for the benefit of the 120 local CSOs benefiting from micro-projects and the 3 national partner NGOs that are members of the CoPIL;Ensure a proactive alert function by identifying, documenting and promptly reporting to the Chief of Party and the Risk & Compliance Manager any emerging risk, significant incident or major non-compliance, formulating mitigation recommendations and overseeing the implementation and closure of corrective measures;Advise, monitor and ensure compliance with national laws and regulations, for example tax legislation (taxes and duties), labor law, NRC procedures and policies as well as donors regarding supply chain, financial procedures, human resources and programs, in accordance with relevant NRC manuals and guidelines, while ensuring quarterly monitoring, analysis and reporting on the state of compliance, including clear corrective actions and their progress;Participate in the opening, review and closing meetings of the consortium and report risks as well as provide advice and support related to compliance with NRC and donor rules.Ensure follow-up on any other task assigned by management within the consortium or in support of other tasks of the Risk and Compliance department.

Minimum 3 years of experience in auditing, internal control or partner management, ideally in a humanitarian context; Proven experience in similar roles; At least 2 years of experience in team management; Good understanding of third-party financing mechanisms, compliance, fraud prevention and internal control. Excellent planning, organizational, and communication skills; Strong analytical and writing skills; Ability to manage changing priorities; Ability to work autonomously and proactively; A spirit of innovation and problem-solving; Strict adherence to deadlines; Good command of Microsoft Office Suite and data analysis tools; Excellent command of French (written and spoken). Context-specific skills, knowledge and experience Knowledge of local languages and English is an asset; Knowledge of NRC donor rules and regulations; Knowledge of NRC's internal procedures; Experience in developing internal procedures, legal documents, contracts...
