Job Description

Drawing on its expertise in rapid response and emergency management of nutritional crises in the areas most in need in the DRC, ACF has successfully deployed large-scale projects addressing the nutritional crisis in Congo thanks to the support of several local and international partners such as the Swedish International Development Agency (SIDA), Global Affairs Canada (GAC), the Crisis and Support Centre (CDCS), the Ministry of Public Health of the Democratic Republic of Congo, the European Civil Protection and Humanitarian Aid Operations (ECHO) among others.

Thanks to its partners, ACF operates in several cities and localities such as Mbuji-Mayi, Mweso, Bambo, Drodro, Mongbwalu, Lita, Jiba, Kwamouth, Masiambio but also has operational offices in Goma, Bunia and Kinshasa.                                                                                                                                                                                                   

As part of its activities, ACF is looking for one (1) Human Resources Recruitment Manager for its Kinshasa coordination office.

Purpose of the position

The Recruitment Manager oversees the entire recruitment process for the organization, from defining needs with managers to onboarding new employees. They ensure a high-quality candidate experience while maintaining diversity and fairness in the processes.

The recruitment manager also supports the HR officers at the local level in integrating best practices in recruitment.

Key Deliverables

Mission 1: Recruitment Strategy and Planning 

  • Development and implementation of the recruitment strategy in line with the operational needs defined with the technical departments;
  • Monitoring of monthly recruitment plans prepared by the HR officers at the base and with the heads of technical departments;
  • Annual recruitment planning with the relevant departments;
  • Monitoring of HR indicators related to recruitment (recruitment time, satisfaction rate, etc.).

Mission 2: Operational management of recruitment (C1 level and above)

  • Drafting and distributing job offers on the appropriate channels;
  • Sorting applications, conducting interviews, organizing technical tests;
  • Coordination with managers for the final selection;
  • Checking references and preparing job offers;
  • Ensures communication with all candidates throughout the process (successful and unsuccessful).

Mission 3: Support in the implementation of recruitment pools

  • Animation of provincial talent pools, internal and external.

Mission 4: Partnership Development and Communication

  • Participation in job fairs, trade shows, partnerships with schools/universities;
  • Development of HR communication materials (brochures, videos, radio messages, etc.).

Mission 5: Continuous process improvement

  • Updating or proposing recruitment procedures and assessment tools;
  • Digitalization of processes (software for recruitment, change management support, etc.);
  • Monitoring good HR practices in recruitment.

Mission 6: Supervision and coordination

  • Training and support for managers on interview techniques;
  • Support for basic HR officers in training on recruitment techniques and needs identification.

Mission 7: Onboarding and Integration

  • Collaborating with HR and managers to ensure successful integration of new employees;
  • Implement a structured integration process.

Essential Qualities

Essential Qualities
  • Bachelor's degree (Bac + 3) in social law, work psychology and/or professional experience in HR;
  • Minimum 3 years of experience including 2 years in an NGO.

  • Ability to manage multiple recruitment processes simultaneously;
  • Mastery of interview and evaluation techniques;

  • Ability to manage a team and work in a network;
  • Sense of confidentiality, rigor, autonomy.
