Context

 

Enabel in Burundi is leading three major projects – PAREX, ASABU, and TEI OPVET – which aim to transform and modernize public institutions by strengthening their skills and professionalization. PAREX acts as a true strategic catalyst, supporting studies, analyses, and expertise that enable ministries and public bodies to effectively design and manage their policies and projects. ASABU and TEI OPVET, for their part, boost the skills development of public and private actors through targeted training, technical support, and innovative partnerships.

This key role offers a unique opportunity to contribute directly to the operational and organizational effectiveness of projects, while strengthening the credibility and visibility of Enabel's work with its national partners.

Key Deliverables

  1. Support for the management of the Program to Support the Conduct of Studies and Expertise :
  • To take ownership of the content of the specific PAREX agreement and to support partner institutions in drafting requests aligned with the program's objectives.
  • Proactively provide the strategic advisor with feedback on the quality of submitted requests, according to a predefined template.
  • Support the drafting of terms of reference for the recruitment of experts or consulting firms and participate in the analysis of bids.
  • Contribute to the monitoring of quadripartite agreements signed between the Belgian Embassy, ​​Enabel, the beneficiary institution and the Ministry of Foreign Affairs.
  • Participate in the review of draft reports from consulting firms and formulate observations to be shared with the strategic advisor.
  • Assist in the organization of workshops based on the needs expressed by the national strategic advisor.
  • Represent Enabel in sectoral and thematic group meetings in the absence of the national strategic advisor.
  • To provide advisory support in carrying out organizational analyses of national actors.

 

  1. Support for the management of the ASABU and TEI OP-VET projects:
  • Planning and preparation of training: Identify training needs with project teams and partners, draft terms of reference for training and workshops, integrate cross-cutting dimensions (gender, environment, human rights, decent work) and contribute to the annual and quarterly planning of activities.
  • Logistics and administrative organization: Coordinate the organization of training courses and events (rooms, accommodation, catering, transport, equipment, materials), liaise with service providers, prepare administrative files according to Enabel procedures and support the organization of missions for trainers, experts and participants.
  • Implementation monitoring and quality assurance: Ensure operational monitoring of capacity building activities, ensure compliance with terms of reference and educational content, contribute to quality assessment via questionnaires and feedback, and propose corrective measures to improve impact.
  • Contractual compliance and validation of deliverables: Ensure compliance with special specifications and contracts, check the conformity of deliverables (reports, modules, materials, attendance lists), support their technical validation before payment and report non-conformities by proposing corrective actions.
  • Monitoring, reporting and coordination: Participate in data collection and consolidation, contribute to reporting and monitoring and evaluation tools, capitalize on good practices, collaborate closely with teams and partners, represent projects if necessary and perform any task related to the function.

Essential Qualities

Essential Qualities
  • Master's degree (Bac+5) in social sciences, educational sciences, project management, economic sciences, agronomy or related fields.
  • Minimum 2 years of professional experience in managing or supporting development projects;
  • Proven experience in organizing training courses, workshops or similar events;
  • Experience in institutional capacity building
  • Practical experience in development projects
  • Good understanding of the project cycle;
  • Good command of office tools (MS Word, Excel, PowerPoint, Outlook);
  • Excellent writing, analytical and summarization skills.

  • Excellent organizational and methodological skills.
  • Team spirit, analytical and problem-solving skills.
  • Excellent oral and written communication skills in French and Kirundi.
