Gasmeth Energy MISSION:
Gasmeth Energy is to develop and produce methane from Lake Kivu in a safe, efficient, and environmentally sound manner. The Company will distribute compressed natural gas (CNG) throughout the country, reducing or removing environmental pollution using cleaner, greener gas, displacing liquid or solid hydrocarbons.
PRIMARY PURPOSE OF THE POSITION:
The Procurement and Supply Chain Supervisor serve as the second-in-command within the Logistics & Procurement department, deputizing for the Logistics & Procurement Manager as required. This role is primarily responsible for leading and managing all procurement activities that fall outside of the Main Engineering, Procurement, and Construction (EPC) contract, ensuring that supplementary goods, services, and works are acquired in a timely, cost-effective, and compliant manner in support of project delivery objectives.

1. Procurement Leadership (Non-EPC)
- Lead end-to-end procurement processes for all goods, services, and works outside the Main EPC contract, including direct and indirect categories.
- Develop, implement, and continuously improve procurement strategies for non-EPC project requirements.
- Manage supplier identification, pre-qualification, tendering, evaluation, negotiation, and contract award processes.
- Ensure all procurement activities comply with organizational policies, donor requirements, and Rwandan public procurement regulations (RPPA framework).
- Maintain a procurement tracker and report regularly on status, spending, savings, and risk to the Logistics & Procurement Manager.
- Prepare, execute, and update stakeholders on the non-EPC procurement Plan status.
2. Supply Chain Management
- Oversee the supply chain for project-related materials and services, ensuring continuity of supply and minimal disruption to project timelines.
- Manage supplier relationships and performance, conducting periodic reviews and taking corrective action where necessary.
- Coordinate with project, logistics, and warehouse teams to ensure timely delivery and receipt of goods.
- Monitor market conditions and supply risks within Rwanda, the East African region, and globally, proposing mitigating actions as required.
3. Contract Management
- Draft, review, and administer contracts and purchase orders for non-EPC procurement.
- Ensure contractual terms, conditions, and obligations are met by both the organization and suppliers.
- Manage variation orders, claims, and dispute resolution processes in coordination with project, legal, and finance teams.
4. Stakeholder Coordination
- Act as the primary liaison between the procurement function and internal project, technical, finance, and legal departments.
- Support the Logistics & Procurement Manager in representing the department in senior management forums and project meetings.
- Deputies for the Logistics & Procurement Manager during periods of absence, ensuring departmental continuity.
5. Team Management & Capacity Building
- Supervise, mentor, and develop procurement and supply chain staff, fostering a high-performance team culture.
- Set performance objectives, conduct appraisals, and identify training and development needs for direct reports.
- Champion knowledge transfer and capacity building within the procurement team, including sharing best practices aligned to the Rwandan market context.
6. Compliance, Ethics & Reporting
- Ensure all procurement activities are conducted with the highest standards of integrity, transparency, and value for money.
- Maintain proper procurement documentation and audit trails in accordance with organizational and regulatory requirements.
- Prepare and present procurement reports, dashboards, and analysis to the Logistics & Procurement Manager and other stakeholders.
- Support internal and external audits, providing documentation and explanations as required.
