NoKey Deliverables
Support FAO Burundi in the preparation, implementation , monitoring and technical acceptance of construction and/or rehabilitation works for hill and marsh irrigation schemes, in accordance with FAO technical, environmental and social standards. The incumbent will:
• Develop or update technical studies, execution plans and procurement files;
• Support the selection and mobilization of construction companies and inspection offices;
• Technically supervise the implementation of work on the targeted sites ;
• Ensure quality monitoring and compliance with FAO requirements (safety, environment, technical standards);
• Support the technical and administrative reception of works;
• Contribute to the training of beneficiaries and decentralized services of MINEAGRIE on the management and maintenance of infrastructure.
The expert will perform the following tasks:
a. Preparatory phase
• Identify and characterize intervention sites in collaboration with FAO teams and provincial technical services;
• Carry out or update topographical, hydrological, pedological and environmental studies;
• Develop detailed preliminary designs (APD), quantitative and estimated specifications (DQE), and execution plans;
• Prepare tender documents for the selection of construction companies and inspection offices;
• Participate in the technical evaluation of offers.
b . Implementation phase
• Support FAO and companies in operational planning of works;
• Ensure technical supervision on construction sites ( regular visits, quality and compliance control);
• Ensure compliance with environmental and social measures in accordance with FAO safeguard policies;
• Produce periodic technical reports (weekly/monthly) on the progress of work;
• Identify and recommend necessary adjustments .
c. Closing phase and post-work monitoring
• Support the provisional and final acceptance of works;
• Assess the technical performance and compliance of the infrastructure;
• Develop a manual or management/maintenance note for beneficiaries;
• Support the training of development management committees;
• Submit a final report including lessons learned and recommendations.

• Engineering diploma (BAC+5 minimum) in Rural Engineering, Hydraulics, Hydro-agricultural Development or equivalent. • Minimum ten (10) years of experience in the field of agricultural infrastructure including the design, supervision and monitoring of construction and/or rehabilitation work on hill and marsh irrigation schemes; • Working knowledge of French ; • Be of Burundian nationality.
Technical/functional skills • Previous experience in carrying out similar work; • Excellent writing skills in French; • Good analytical and strategic thinking; • Ability to collaborate with government departments in the preparation, implementation , monitoring and technical acceptance of construction and/or rehabilitation works for hill and marsh irrigation facilities; • Ability to produce quality reports; • Ability to work under pressure and meet deadlines.
Selection criteria • Suitability of training to the requirements of the position; • Proven experience in implementing projects financed by FAO, IFAD, World Bank, AfDB or other development partners would be an asset; • Good knowledge of FAO environmental and social policies; • Proficiency in design tools (AutoCAD, QGIS, Civil 3D, etc.); • Excellent coordination, reporting and communication skills; • Knowledge of Kirundi and/or English is an asset; • Knowledge of IT tools (Word, Excel and Powerpoint); • Respect the agreed deadlines for delivery of deliverables;
