UNICEF's country program in Burundi aims to improve the lives of children and women in the following key areas: child and maternal health, nutrition, education, child protection, water, sanitation and hygiene, social policy and advocacy, adolescent empowerment and community resilience, and humanitarian response.

It is within this framework that the consultancy takes place, with the objective of supporting the conduct, quality monitoring and use of evaluation and research work in order to ensure that it contributes effectively to the formulation of the next CPD, to strengthening knowledge management and to institutional learning.

 

How can you tell the difference?

The consultant will have the following tasks:

  • Country Programme Evaluation Support (CPE)
  • Preparation of the ECD impact assessment and methodological requirements
  • Follow-up to the recommendations of the Komeza Wige evaluation
  • Contribution to the preparation of the next CPD
  • Support for the development of the Quantified Evaluation Plan (CEP)
  • Knowledge management and internal capacity building

Essential Qualities

Essential Qualities
  • A Master's degree (or equivalent) in evaluation, social sciences, public policy, development economics, public health, or a related field
  • Minimum 5 to 7 years of relevant professional experience in evaluation, research, monitoring and evaluation or knowledge management in the development or humanitarian sector; Proven experience in conducting, managing or supporting evaluations in a multi-sectoral development context, ideally in the fields of health/nutrition, education, child protection, or ECD; Experience in program planning and/or contributing to the design of CPD/UNSDCF is a strong asset; Experience working with governments, national partners and United Nations agencies.
  • Excellent command of evaluation methods (quantitative, qualitative and mixed); Demonstrated skills in evidence analysis, evidence synthesis and analytical writing; Advanced knowledge of monitoring and response management systems (EISI/EMR) preferred; Ability to prepare or contribute to quantified evaluation plans, methodological notes, terms of reference and ethical frameworks; Good understanding of key concepts in equity, gender, disability inclusion, and AAP;
    Demonstrated experience in managing knowledge platforms (SharePoint, evidence libraries, collaborative tools); Knowledge of UNEG/UNICEF norms and standards, including QA mechanisms (terms of reference, inception, ethics).
  • Fluency in French (written and spoken) is required; proficiency in English is highly desirable for interaction with ESARO and technical documentation.
