Job Description

Based in Goma, under the direct responsibility and in support of the ATLAS Operational Manager, he/she will be in functional collaboration with the platform project managers (Beni & Goma), the Finance Department and the Logistics Department of the program, but also with the program lawyer (and headquarters), he/she will be in functional link with the various Technical Referents of the ATLAS technical unit headquarters, the Headquarters management controller (Headquarters Finance), and finally he/she will be in direct supervision of the Administrator in charge of cost recovery.

Key Deliverables

1. Design and structuring of the system:

  • Conduct a contextual analysis (legal, fiscal, regulatory) of cost recovery in the DRC.
  • Working with the legal and financial departments to secure the legal framework.
  • Define the applicable model (full recovery / cost sharing).
  • Develop transport and storage pricing schedules based on actual costs.
  • Define the rules for possible differentiation (international NGOs / national NGOs).

2. Development of tools and procedures:

  • Drafting Cost Recovery SOPs:
    • Calculation of unit costs
    • Issuance of debit notes
    • Validation process
    • Payment tracking
    • Dispute resolution
  • Create analytical tools:
    • Tables “Actual cost vs. recovered cost”
    • Monitoring of outstanding customer balances
    • Monthly reporting
  • Define the information flow between:
    • Transport teams,
    • Warehouse managers,
    • Finance,
    • Coordination.

3. Operational launch of the system:

  • Inform and raise awareness among user partners (information meetings).
  • Present the recovery procedures to the clusters.
  • Supporting the contractualization process with partners.
  • Launch the first invoices.
  • Supervise the pilot phase at both bases.

4. Capacity building:

  • Former :
    • Platform project managers,
    • Logistics managers,
    • Finance,
    • Cost recovery administrator.
  • Develop a simplified practical guide.

5. Risk management:

  • Identify tax, legal, and reputational risks.
  • Implement mitigation measures.
  • Ensure alignment with donor requirements (ECHO in particular).

6. Expected deliverables:

At the end of 6 months:

  • Legal/tax analysis validated.
  • Official price lists.
  • SOP Validated Cost Recovery.
  • Functional analytical tools.
  • Trained and independent administrator.
  • The process is fully operational in Goma and Beni.
  • Capitalization and handover report.
