1. Background and rationale
The Great Lakes Region is rich in valuable minerals such as 3Ts (tantalum, tin, tungsten), gold, cobalt, and copper. However, despite its resource wealth, the region faces significant challenges in fully capitalizing on these assets due to weak infrastructure, governance issues, and recurring conflicts. To address these barriers IMPACT had been implementing a project funded by the European Union aiming at supporting the International Conference on the Great Lake Region (ICGLR) member states to improve the governance and control of their mineral resources. The Regional Action on Peace and Security in the Great Lakes Region is a four-year project (2023-2027) funded by the European Union. The Action is expected to contribute to delivering on the Joint vision for 2030 set out at the latest European Union-African Union Summit held in February 2022, where leaders agreed on a renewed and enhanced cooperation for peace and security. The project’s overall objective of the project is to support the efforts of the International Conference on the Great Lakes Region (ICGLR) to advance security, stability, and development in the region.
Part of the project’s activities focus on promoting the implementation of the ICGLR protocol on Regional Initiative against the Illegal exploitation of Natural Resources (RINR). The project has supported the ICGLR Value Addition Guidelines. Based on these guidelines already developed, IMPACT now seeks to recruit an expert in value addition to help develop a series of tools and training modules to help ICGLR member states create the conditions for value addition in their respective countries. The assignment will include a one-day training delivered to representatives of ICGLR member states. It is intended that this training is a strategic initiative to build local capacities for their adoption, national alignment and implementation.
The tools and training modules should incorporate human rights approaches, adult learning methodologies, gender-responsive perspectives, environment and social protection perspectives, and digital learning components where appropriate.
Working closely with the IMPACT, ICGLR Secretariat and Member States, the expert will ensure that all curriculum products align with the ICGLR Regional Certification Mechanisms and the OECD Due Diligence Guidance for Responsible Supply Chains.
2. Objectives of the assignment
Overall objective:
- To support educating ICGLR Member States in creating enabling environments for value addition
Specific objectives:
- Design comprehensive, competency-based curricula, tools and training packages for the ICGR member states and other mining sector’ stakeholders operating in Great Lakes Regions based on existing Value Addition Guidelines
- Deliver a one-day training to representatives from ICGLR member states
3. Scope of work
Phase 1 – Curriculum Development
- Conduct a needs analysis to determine training requirements
- Determine appropriate curriculum development methodologies and integrate emerging instructional methods and technologies as appropriate
- Prepare and submit for approval curriculum outline and training plan
- Develop training modules and curricula, facilitator guides, toolboxes and participant handbooks tailored to adult learners as is needed
Phase 2 – Delivery of Training
- Deliver on-day training program in Great Lakes Region of Africa
- Develop assessment strategy to determine training success
- Develop recommendations for future programs and/or revisions to existing programs to ensure the overall quality of training programs and initiatives
Methodology:
- Complete a desk review of available documentation, primarily the ICGLR Value Addition Guidelines
- Training and curriculum outline and guides and tools will be developed and submitted for approval by IMPACT. Training methodology to be determined by consultant in consultation with IMPACT and the ICGLR.
- 1 day in-person training will be delivered in Great Lakes region (specific ICGLR country to be determined)
Out of scope:
- The consultant will use the already approved ICGLR Value Addition Guidelines to develop the curriculum and training, new guidelines do not need to be developed.

A deliverable is considered accepted once approved in writing by the contract manager. Each instalment is paid upon receipt of a compliant invoice and approval of the corresponding deliverable, within [xx] days.
5. Working arrangements and supervision
- The consultant reports to the Project Manager and works closely with [Global team members and project stakeholders].
- Check-in meetings are held every 2 weeks as needed for the duration of the assignment
- IMPACT will provide: documentation, contacts, logistical support, as needed
- The consultant provides their own working equipment unless stated otherwise above
- Any change to the timeline or scope of work requires prior written agreement
6. Required profile
Applicants are asked to demonstrate clearly in their proposal how they meet the requirements of the assignment.
Essential qualifiations and experience:
- Advanced university degree (master’s or equivalent) in Mining Engineering, Public Policy, Natural Resource Management, or a related field
- Minimum 5-10 years of professional experience in curriculum development, capacity-building, or institutional development within the mining and extractives sector.
- Substantial knowledge on Value Addition, particularly in the Great Lakes Region of Africa
- Demonstrated experience in translating policies and guidelines into extension as well as training plans and implementation plans
- Strong facilitation and participatory training skills; ability to translate complex content into practical, user-friendly modules
- Experience conducting stakeholder consultations and trainings in multi-country, multicultural settings
- Knowledge and understanding of adult learning principles, instructional methodologies, technology-enabled design and learning methods
- Current and relevant knowledge of instructional design process, learning styles, and instructional techniques in an international or multi-cultural setting
- Experience working in sub-Saharan Africa would be considered an asset
- Excellent written and oral communication skills in English (bilingualism French-English is a definite asset)
- Familiarity with ICGLR’s mandate, structure, and regional development priorities is an asset

7. Contractual conditions
- The consultant is engaged as an independent contractor. This assignment creates no employment relationship with IMPACT and confers no entitlement to employee benefits
- The consultant is solely responsible for their tax obligations, social contributions and insurance, in accordance with the legislation applicable
- Fees are all-inclusive and expressed in USD or EUR
- Travel, accommodation and subsistence costs are covered by IMPACT in line with its policies and against supporting receipts
- IMPACT may terminate the contract on 7 days’ written notice; work duly completed and accepted as at the termination date is paid on a pro rata basis
8. Intellectual property, confidentiality and data protection
- All data, documents and deliverables produced under this assignment remain the exclusive property of IMPACT and may not be published, circulated or reused without its prior written authorization.
- The consultant undertakes to keep confidential all information obtained in the course of the assignment, both during and after its performance.
- Personal data collected is processed in accordance with IMPACT’s data protection policy and applicable legislation; informed consent must be obtained and documented from all participants.
9. Ethics, safeguarding and conduct
- The consultant adheres to IMPACT’s code of conduct, its policy on protection from sexual exploitation, abuse and harassment (PSEAH), and its safeguarding policies.
- The assignment must be carried out on a “do no harm” basis, with respect for communities and participants, and in line with IMPACT’s security guidance.
- Reference and background checks may be required before the contract is signed.
