Job Description

MSF OCB has been present in Burundi since 1992 and is currently the only operational section. Its role revolves around emergency preparedness and response, as well as monitoring the epidemiological situation for the main health problems: malaria, cholera, measles, maternal and child health.

Burundi is a landlocked country, meaning it is entirely dependent on neighboring countries for its imports. The majority of its supplies pass through the port of Dar es Salaam in Tanzania.

This heavy reliance on a single logistics corridor makes the country particularly vulnerable to regional disruptions. Goods are transported primarily by road, which lengthens delivery times and increases costs.

The supply system is also highly sensitive to external shocks, such as international crises or rising global prices. Border closures or regional tensions can also disrupt trade flows. Part of the supply relies on informal trade with neighboring countries. This parallel system helps alleviate some shortages, but remains unstable and difficult to control.

Overall, Burundi's supply context is fragile, undiversified and highly dependent on external factors.

Key Deliverables

  • Managing the supply chain to ensure the continuity of MSF operations in Burundi at all times

  • Design and ensure the implementation of a proactive and responsive, agile and efficient supply chain capable of meeting the evolving needs of medical activities and delivering the right products, of high quality, on time, to the right place. You will define standards, policies, and strategies according to MSF protocols to enable the development of activities and optimize the impact of medical projects.

  • Participate in defining and monitoring the annual project and budget planning. 

  • Participate in defining the emergency response strategy in terms of supply (HR implementation, purchasing strategy, simplified procedures, etc.), and translate the identified needs into objectives, priorities, and resources necessary for the intervention. 

  • Ensure the consistency of the supply chain and the alignment between the different projects 

  • Ensuring good communication flow (supply teams, OPS department, medical and support) and with external stakeholders (suppliers, authorities, etc.) 

  • Anticipate supply chain risks, define an action plan to reduce these risks and implement it through a long-term strategy involving specialists (finance, legal, etc.) 

  • Conduct regular supply chain assessments (project visits), ensuring ongoing support for direct and indirect supply actors is available and proposing/supporting adjustments as needed.

  • Participate in the drafting of strategic documents for activities: project roadmap, MoU revision, mission Service Level Agreement

  • Supporting, coaching, and training project procurement managers in the implementation of OCB mission policies and standards

  • Maintaining an overview of the human resources within its teams and encouraging synergies and exchanges between them

  • Represent MSF at meetings with authorities, other actors or partners and suppliers in the field related to it

  • To act as a focal point for the definition, planning and implementation of potential intersection projects and to ensure communication with the various stakeholders.

Professional Qualifications

Procurement, Logistics , Supply Chain Management Graduate in transport economics, supply chain, logistics, engineering, Minimum 3 years in supply chain management within international humanitarian programs Minimum 2 years as a manager of a team of more than 5 people MSF experience is a strong asset Excellent proficiency in Microsoft Office 365 is required LANGUAGES Fluency in spoken and written French A good knowledge of English is an asset
