Job Description
Ensure the technical, operational and administrative coordination of the solarization project, from site selection to the complete installation of PV systems and medical devices, including team training, quality monitoring and the implementation of a sustainable operation and maintenance system.

A. Operational technical supervision and field support for the project
- Ensure the operational implementation of technical activities (planning, execution, monitoring, control) in accordance with the execution plan defined by the project coordination;
- Supervise technical site assessments (wiring, structure, roof, solar exposure, energy requirements)
- Prepare the call for expressions of interest for the selection of the service provider to ensure the supply and installation of low-cost solar and medical equipment;
- Validate the techno-economic analyses and the definition of solar packs (3–7 kWp);
- Supervise the execution of installations on site and control the quality of the work carried out;
- Verify the conformity of the installations according to technical and safety standards and report any discrepancies to the Project Coordination level.
B. Procurement, logistics and installation
- Contribute to technical specifications (Technical Specifications, BOQ, layouts);
- Follow the purchasing processes from start to finish;
- Coordinate transport, delivery and installation to the last mile;
- Supervise the technical acceptance process (checklists, tests, commissioning).
C. Deployment of medical equipment
- Collaborating with the Ministry of Health for the selection of priority devices;
- Check the compatibility of the devices with the supplied solar capacity;
- Supervise the training of clinical staff on the use of the devices.
D. Monitoring, quality, operations & maintenance
- Deploy the remote monitoring system and ensure the analysis of alerts;
- Implement a sustainable O&M plan with local contractors;
- Conduct regular technical audits of facilities and interventions;
- Document all non-conformities and recommend corrective actions.
E. Coordination, reporting and partnershipsFacilitate coordination with:
- The WHO Sub-Offices of the targeted provinces;
- Ministry of Health (DEP, DPS);
- Local health authorities;
- UN agencies and technical NGOs;
- Local solar suppliers and companies.
Prepare the reports:
- Monthly progress reports;
- Technical reports after installation;
- Dashboards and indicator analyses;
- Simple financial reports related to project activities.
Participate in energy/health coordination meetings and technical clusters.
Professional Qualifications

| Engineering And Technical | University degree in electrical engineering, renewable energy, electromechanical engineering, industrial engineering or a related field. Project management training (PMD, Prince2, PMP) is an asset. Professional experience Minimum of one (1) year of proven experience in managing solar energy projects in the DRC, including in particular: The installation of photovoltaic (PV) systems; Sizing, operation and maintenance (O&M) as well as conducting technical audits; Coordination with companies specializing in solar solutions or with public institutions in the sector. Experience in health, humanitarian, or healthcare infrastructure projects is highly desirable. Proven experience working with partners within the United Nations system or international donors (such as WHO, UNICEF, the World Bank, Gavi, etc.) is a significant asset. |
