Job summary:

The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will provide technical support for the design and implementation of the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in the DRC. They will be responsible for developing and updating the STRIDES performance monitoring plan, developing data collection tools and systems, tracking progress and gaps in implementation, and advising the team on priority actions to achieve results. They will oversee the preparation of project reports, the documentation and dissemination of successes and lessons learned, and will keep the STRIDES project team informed of monitoring and evaluation guidelines and requirements. They will also plan and manage data collection activities for STRIDES in the DRC. He/she will work closely with the STRIDES project teams and headquarters (HQ) and will support the project by evaluating program effectiveness, overseeing technical aspects and providing technical evaluation reports.

Key Deliverables

Technical requirements:

  • Provides project staff with general technical guidance and advice to support planning, implementation and reporting under the STRIDES performance monitoring plan.
  • Provide technical leadership in the design, planning, monitoring, data collection and analysis, report preparation and data dissemination of the STRIDES project.
  • Supports the technical aspects of projects, including capacity building for staff and partners.
  • Directs and coordinates program evaluations as well as the identification, monitoring and communication of all program indicators.
  • Manages and supports the strategies and planning of technical assistance for the STRIDES project in order to develop, evaluate and/or update reporting systems.
  • Works closely with the team to ensure that project implementation remains technically sound and compliant with FHI 360's strategy and standard operating procedures (SOPs).
  • Encourages and facilitates the exchange of information, experiences, best practices and resources among project staff members.
  • Develops technical notes, reports or any other document necessary to facilitate the dissemination of best practices, policies and procedures.
  • Analyze the implementation of the project in order to identify areas for improvement and to propose appropriate strategies and technical guidelines.
  • Provides guidance on the collection, aggregation, analysis and use of data for reporting and dissemination to donors and relevant stakeholders.
  • Assistance in implementing the technical components of the project plan.
  • Contribute to the development of technical work plans and budgets.
  • Monitors project deliverables and reports to supervisors
  • Supports the implementation of the project's activities and sub-activities.
  • Provides any other necessary MEL technical support.

Quality assurance:

  • Develops a deep understanding of quality standards through a formalized system that documents the processes, procedures and responsibilities to achieve quality policies and objectives.
  • Coordinates and directs activities to meet the regulatory requirements of donors and FHI 360.

  • Ideally, the ability to read, write and speak English.

Training:

  • Master's degree in public health, epidemiology, biostatistics or equivalent international qualification or in a related field.

Experience :

  • At least six years of relevant experience in strategic information, monitoring, evaluation and learning, as well as data collection management, preferably within health-related projects
  • Knowledge and experience of health information systems in the DRC
  • Previous professional experience in a non-governmental organization (NGO), a government agency or a private organization.
  • Proficiency in dashboard development, data management and analysis software, for example MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata.
  • Experience in collecting digital data using Kobo Toolbox and/or similar tools
  • Strong skills in negotiation, coordination, communication and interpersonal relations.
  • Knowledge and experience of global health security surveillance and other relevant health programs.
  • Proven experience in strategic planning, staff development and capacity building.
  • Ability to motivate, influence and collaborate with others.
  • Fluency in French required
  • Proficiency in English preferred, but not required

Typical physical requirements:

  • Classic office environment.
  • Ability to spend long hours in front of a computer screen and perform repetitive tasks using a keyboard.
  • Ability to remain seated or standing for extended periods.
  • Ability to lift/move up to 5 pounds.
