Job Description
This position is responsible for setting strategic human resource direction for the Burundi office; providing oversight and management to ensure the office is operationally efficient and effective. The position holder will develop a thorough understanding of the office’s requirements regarding human resources. S/he will partner with project leadership to identify talent gaps and address the needs of staff. The Senior People and Culture Officer will be responsible for ensuring procedures and policies are in place and are adhered to in the office.
The Senior People and Culture Officer will report directly to the People & Culture Partner and will receive day-to-day supervision from the EpiC (Meeting Targets and Maintaining Epidemic Control) Burundi Project Director/Country Representative.

Human Resources
- Ensure that country office adheres to employment standards, local employment law, HR policies and FHI 360 policies and procedures.
- Support the development of personnel policies working closely with the regional P&C Partner, as well as legal counsel as necessary.
- Manage and implement personnel policies and procedures while following local labor laws
- Oversee recruitment, selection, and onboarding of all employees.
- Maintain and prepare all personal files, ensuring that all information about each member of staff is up-to-date and accurate.
- Prepare and disseminate internal and external vacancy publications and liaise with candidates and management at different stages of the recruitment process.
- Initiate and follow up on reference checks, ensure that other background checks are performed.
- Develop and manage different types of employment contracts.
- Prepare payroll documents and verify documents including pension contributions.
- Counsel and advise staff on work-related issues including annual and sick leave, timekeeping, performance management, etc...
- Provide guidance and resources to the management team and employees on human resource-related topics.
- Work with staff and management to facilitate staff development and training opportunities.
- Communicate and ensure compliance and consistency with office practices and policies and compliance with all employment-related laws.
- Manage employee leave requests and approvals.
- Manage staff for goal-setting and annual evaluations.
- Perform any other related duties/ responsibilities as may be assigned.
Knowledge & Skills:
- Must have a working knowledge and be current with all relevant employment-related laws.
- Broad knowledge and experience in employment law, compensation, benefits administration, organizational planning and development, employee relations, safety, training and development, and office administration.
- Must have good computer skills in Microsoft Office applications and HRIS programs.
- Must be accurate and efficient, high energy, and comfortable performing multifaceted projects in conjunction with day-to-day activities.
- Strong oral and written communication skills are important. Superior interpersonal and coaching skills including patience and ability to work well with staff at all levels.
- Ability to maintain a high level of confidentiality and excellent organizational skills.
- Demonstrated ability to successfully participate in senior management teams that provide leadership and strategic direction.
- Excellent analytical skills and good reasoning abilities, and sound judgment.
- Proven proactive skills in identifying cost savings, cost avoidance, and efficiency opportunities.
- Ability to develop effective work plans and priorities to meet business objectives.
- Ability to manage tight deadlines and deliver high volumes of work with minimal or no supervision.

- Experienced at motivating, influencing, and collaborating with others.
- Fluent spoken and written Kirundi and French. Proficiency in English is preferred.

Minimum of 5-7 years’ experience in human resources with increasing responsibility. Experience must reflect the knowledge, skills, and abilities listed above. |
