Job Description
The Safety/Site Planner is responsible for integrating health, safety, and environmental (HSE) requirements into all stages of site execution, coordinating planning activities, and ensuring legal compliance. The role includes compiling complete customer safety files, maintaining internal project HSE documentation, and reviewing/approving supplier and contractor safety files for compliance before site access.

- Safety Planning & Compliance
- Develop, maintain, and communicate the Project HSE Plan, method statements, JSAs, and compliance with OHSA/MHSA and client standards.
- Plan Permit to Work (PTW) requirements and coordinate isolations/LOTO, confined space, hot work, working at heights, lifting operations, energization, etc.0
- Integrate HSE controls into look-ahead plans and work packs.
- Lead toolbox talks, pre-task briefings, SIMOPS coordination, and readiness checks.
- Coordinate emergency preparedness, rescue plans, spill prevention, and statutory registers.
- Site Planning & Scheduling
- Develop and manage detailed schedules (Level 3/4), look-ahead plans, logistics plans, and SIMOPS.
- Plan resource loading, cranage, rigging, equipment, and access/laydown requirements.
- Integrate commissioning/start-up activities into project execution plans.
- Safety File Compilation (Customer & Internal)
- Compile complete customer-facing safety files as per OHS Act Construction Regulation 5(1)(s) & client requirements, including:
- Legal appointments
- Risk assessments & method statements
- Training and competency certificates
- Medicals & fitness-to-work
- Equipment registers and inspection records
- Lifting gear certificates
- PTW procedures
- Emergency plans
- Environmental controls
- Incident management procedures
- Ensure the final safety file meets both legal and client-specific requirements before handover.
- Maintain version control, completeness, and ongoing updates during the project lifecycle.
- Compile complete customer-facing safety files as per OHS Act Construction Regulation 5(1)(s) & client requirements, including:
- Supplier/Contractor Safety File Review
- Review, evaluate, and approve supplier and subcontractor safety files before site mobilization.
- Verify:
- Legal appointments and competency
- Training/medical compliance
- Equipment certifications
- Validity of risk assessments and method statements
- PTW alignment and SIMOPS compatibility
- Environmental and waste management documentation
- Highlight gaps, issue corrective actions, and track closure before granting site access.
- Ensure all contractors adhere to project-specific HSE requirements and client standards.
- Risk Assessment & Controls
- Facilitate HAZID/ENVID, task-based risk assessments, and constructability reviews.
- Ensure high-risk activities have documented controls (LOTO, lifting, confined space, WAH).
- Track environmental aspects such as spills, waste, noise, and emissions.
- Documentation & Reporting
- Maintain HSE records, PTW logs, induction registers, inspection reports, incident logs, and corrective action registers.
- Report on progress, HSE leading indicators, readiness, and schedule alignment.
- Ensure customer safety file is updated throughout execution and ready for close-out.
- Stakeholder & Contractor Coordination
- Liaise between site teams, subcontractors, OEMs, and client HSE departments.
- Ensure contractor mobilization is compliant and documented.
- Support commercial/tender teams with HSE planning inputs.
- Induction, Training & Culture
- Deliver site inductions and task-specific training.
- Promote proactive HSE culture using leading indicators and behavioural safety practices.
- Audits, Inspections & Readiness
- Conduct contractor readiness audits, lifting gear inspections, scaffold/MEWP checks, and PTW verifications.
- Ensure all compliance gaps are closed ahead of project milestones.

Professional Qualifications
