Purpose of the position

The inucmbent will assist the Resource Development Manager to develop and implement WVB’s strategy for resource diversification and growth and to enhance the capacity of WVB to acquire PNS and grants projects. This will be achieved by:

1. Supporting the RDM to build relationships with key donors represented/with interest in Burundi.

2. Assist in the review and update of grant acquisition and management business plan and strategy in alignment to National Office strategy.

3. Generating innovative solicited/unsolicited grant proposals.

4. Providing support to starting up and ongoing grants that enables them to exceed donor expectations e.g. implementation quality, impact and sustainability and thus ensure donor retention.

 5. Strengthening the capacity of field staff in grant acquisition and management.

Key Deliverables

1. Assist in the review and updating of grant acquisition business plan, Positioning and Opportunity Review Phase for Grant and PNS and Build strong relationships with donors and support offices

  • Assist the RDM to develop a positioning plan for targeted donors and closely collaborate with all key donors with presence/interest in Burundi (including bilateral, multilateral, embassies, etc.);
  • In collaboration with the RAM team, develop and update donor mapping.
  • Support in external engagement, donor engagement and retention
  • Ensure capacity statement and brandings documents are developed/updated and properly utilized.
  • In collaboration with RAM team, develop/update a business plan and a strategy for resource diversification in line with WVIB’s national office strategy and GAM WV EARO.
  • In collaboration with the RAM Team, agree on key priorities for future grant/PNS programs /projects.
  • In collaboration with RAM team, develop targeted partner relationship: Technical ministries, academia, CBOs / FBOs
  • Assist the RDM in identification and initiation of consortium & alliance with potential partners
  • Review fund

2. Develop Quality Proposals

  • Develop proposal/CN design plan
  • Review donor proposals requirements
  • Propose a technical design team for review and approval
  • Support the RDM to coordinate the process of developing all grant and PNS proposals
  • Foster integration of new grant opportunities with sponsorship/GIK funded projects (where possible)
  • Ensure rapid assessments/data collections for proposal development are conducted on right time
  • Assist RDM/PDQAD and participate in communication with SO/RO/GC during proposal development
  • Support the RDM to ensure all proposals are of quality and are timely submitted.

3. Foster grants and PNS award negotiation and efficient execution and accountability for all grants

  • Coordinate the integration of donor feedback and review the pre award agreement
  • In startup workshop orient project staff on project content for smooth transition from acquisition to grant implementation.
  • Identify elements of replication from closing project with a new target area or population.
  • Participate in Donor meeting as part of ongoing prepositioning for next phases of ongoing project.
  • Build staff and partners capacity in grant program/project management mainly acquisition related phases.

4. Others

  • Coordinate and participate in local and international capacity building events as needed.
  • Attend and participate in spiritual nurture events and other organizational events.
  • Attend to other organizational duties as required by and agreed with supervisor.
  • Capacity building in donor engagement and proposal development (mandatory e-courses such as Proposal Pro 1&2).
  • Carry out additional responsibilities as assigned by the RD Manager.

Essential Qualities

Essential Qualities
  • Bachelor’s degree in development studies, Social Sciences, International Relations, Business Administration, or a closely related field; a master’s degree is an advantage.
  • At least three (3) years of progressively responsible experience in community development or development programming
  • Mastering the requirements of the main donors (European Union, United Nations Agencies, World Bank, bilateral donors, etc.)

Technical Skills & Abilities:

  • Proven experience in fundraising, proposal and concept note development, and resource mobilization.
  • Practical experience in results-based management, project reporting, and donor accountability.
  • Proficiency in computer applications, particularly Microsoft Word and Excel; Familiarity with proposal development and donor management software (e.g., Proposal Pro or similar tools) is an asset.
  • Strong ability to establish, manage, and sustain donor and partner relationships through timely, strategic, and professional communication.
  • Excellent written and verbal communication skills in English and French, with the ability to develop quality proposals, concept notes, and donor-facing materials.
  • Demonstrated capacity to engage effectively with diverse stakeholders, including donors, government counterparts, NGOs, and community-based partners.
  • Proven ability to coordinate and align multidisciplinary teams.
  • Strong organizational and analytical skills, with the ability to manage multiple priorities, meet tight deadlines, and maintain a high level of accuracy and attention to detail.
  • Ability to translate programmatic objectives into compelling funding narratives and donor pitches.
  • Experience working collaboratively with development partners or donor representatives.
  • Professional integrity, discretion, and sound judgment in managing external relationships and sensitive information
