Request for Quotation for Supply of Construction Materials, Tools, and Renting Machineries & Power Tools, Under One (1) Year Framework Agreement at Fika (Bridges to Prosperity)

REQUEST FOR QUOTATION (RFQ)

Subject: SUPPLY OF CONSTRUCTION MATERIALS, TOOLS, AND RENTING MACHINERIES & POWER TOOLS, UNDER ONE (1) YEAR FRAMEWORK AGREEMENT

Dear Vendor, 

Fika (Formerly Bridges to Prosperity) invites all qualified and eligible interested companies to Express their Interest in the supply of various items and services needed by Fika Rwanda (Formerly Bridges to Prosperity). 

1. Purpose of the RFQ 

The purpose of this Request for Quotation (RFQ) is to solicit quotations from qualified Suppliers for different lots as mentioned here below. 

As a result of this RFQ, Fika (Formerly Bridges to Prosperity) anticipates awarding a framework agreement to one or more suppliers to establish fixed pricing for over a period of twelve (12) months which can be extended upon satisfaction and agreement by both parties. 

Under the resulting contract, Fika (Formerly Bridges to Prosperity) may issue Purchase Orders on an as-needed basis for supplying materials on any lot a supplier awarded. The estimated quantities provided in this RFQ are for tendering process purposes only and do not constitute a commitment by Fika (Formerly Bridges to Prosperity) to procure any minimum volume of services. 

Fika (formerly Bridges to Prosperity) has scheduled a site visit to the Fika warehouse located at kicukiro-bralirwa road in PTS’s warehouse facilities, to present samples of the materials and tools required under this procurement. 

The site visit is mandatory for all interested suppliers, as it will provide an opportunity to understand the required technical specifications, materials, and tools. 

A document containing the B2P/Fika materials specifications can be obtained upon request on procurement@fika.org . The specifications will also be available at the Fika warehouse during the site visit. 

Site Visit Details: 

Date: Working days from 21st to 27th August 2026, Time: 10:00 AM-3:00 PM, Location: Fika Warehouse, Ziniya, on the PTS premises, near BRALIRWA

All interested suppliers are encouraged to attend and familiarize themselves with the required materials and specifications. 

2. Basis of Award 

The tender will be awarded to the responsive bidder whose quotation: 

• Complies with all requirements of this RFQ; 
• Meets or exceeds the minimum technical specifications; 
• Demonstrates the required experience and capacity; and 
• The award shall be made on a Quality and Cost-Based Selection (QCBS) basis. Fika (Formerly Bridges to Prosperity) reserves the right to: 
• Request clarifications from any bidder; 
• conduct negotiations prior to award; 
• Make a partial award; 
• Split the award among multiple service providers; 
• Reject any or all quotations received without assigning any reason; 
• Cancel this RFQ at any stage without obligation to award a contract. 

Issuance of this RFQ does not oblige Fika (Formerly Bridges to Prosperity) to award a contract or reimburse any costs incurred in the preparation of quotations. 

3. Scope of Services 

The Interested bidders/suppliers may apply for one or multiple lots according to his/her business; however, each lot shall be submitted separately. The award shall be made based on the lots for which the bidder has successfully met the required criteria 

The various tenders/ Lots are the following: 

Tender 1.Supply of Re-bars (different size) 

Tender 2. Supply of Bolts and wire ropes and Clips (from 10mm to 16mmdiameter) 

Tender 3.Supply of Small tools, PPE and hygiene materials 

Tender 4.Supply of Flexible pipes, fences and Other miscellaneous items 

Tender 5.Supply of Steel (UPN, Steel plates and angles)

Tender 6: Supply of Kitchen / house materials 

Tender 7: Power tools rental 

Tender 8: Machineries rental

4. Contract Duration 

The framework agreement shall be valid for one (1) year from the date of contract signature and may be renewed subject to satisfactory performance and mutual agreement. 

5. Pricing Requirements 

Bidders are requested to provide quotations on their company letterhead or complete, sign and stamp the pricing schedule provided in Annex 1. 

Quoted prices shall: 

• Remain fixed for the duration of the contract; 
• Include all applicable costs and charges; 
• Clearly indicate VAT and any other applicable taxes. 

6. Mandatory Requirements 

Interested bidders shall submit the following documents: 

• Letter of expression of interest (Indicate the name of tender/ tender LOT)
• Signed Price quotation. 
• Company profile. 
• VAT certificate
• Bank account details. 
• RDB Registration Certificate. 
• Valid RRA Tax Clearance Certificate. 
• At least two (2) references for similar services executed within the last three years. Proven by good completion certificate or signed contracts 
• Fika (Formerly Bridges to Prosperity) warehouse Visit certificate (materials samples visit) 

7. Payment Terms 

Payment shall be made after satisfactory completion of the service and upon submission of Invoice; 

• EBM Invoice; signed PO and Delivery note 
• Any supporting documentation requested by Bridges to prosperity. 

Payments shall be processed in accordance with Bridge's standard payment procedures.

8. Evaluation Criteria 

Quotations will be evaluated based on: 

• Compliance with mandatory requirements (administrative compliance); 
• Relevant experience and references; 
• Price competitiveness. 

9. Ethical Conduct 

Fika (Formerly Bridges to Prosperity) maintains a zero-tolerance policy regarding fraud, corruption, collusion, bribery, and any unethical business practice. 

Any bidder found engaging in such conduct shall be disqualified and may be barred from future procurement opportunities. 

10.Contract Termination 

Fika (Formerly Bridges to Prosperity) reserves the right to terminate the resulting contract in whole or in part for unsatisfactory performance, failure to meet contractual obligations, misconduct, fraud, or breach of contract terms.

Submission of Quotations 

Interested bidders should submit their sealed envelopes containing their quotations and supporting documents to Fika head office (Kibagabaga at KG 360 st) at front desk:

Late submissions Shall not be considered.
