As part of the Global Finance Team, the Regional Finance Analyst plays a key role in supporting the Regional Finance Director (RFD) in ensuring sound financial management across regional field offices.
This position is field-based and reports directly to the RFD. The Regional Finance Analyst collaborates closely with Deputy Directors of Finance in country programs and partners with regional counterparts in AMU, GSC, P&C, IT, and other functional departments to strengthen financial oversight and compliance.

Financial Analysis, Budgeting and Reporting
• Consolidate the annual operating budget and reforecast; prepare detailed analyses and reports for the RFD.
• Oversee accounting, payments, and financial reporting for regionally managed awards.
• Assist the RFD in conducting financial analyses of country offices, including funding status, spending trends, cash flow, sub-grant status, and identifying potential risks.
• Review non-USG donor financial reports for accuracy prior to submission to donors.
• Review other donor financial reports submitted to the regional office for compliance and accuracy.
• Perform final financial reviews of proposal budgets and subsequent realignments before approval and donor submission; review and approve budgets in OTIS.
• Collaborate with Country Programs to upload all approved budgets into the Integra system, including temporarily restricted and unrestricted grants.
Accounting and Financial Oversight
• Assist the RFD in preparing internal financial reports for regional and HQ management.
• Provide technical guidance and support to field offices as requested.
• Review cash requests from field offices prior to HQ submission; perform variance analysis and share feedback with Country Programs.
• Analyze monthly CAM allocations for CPs and advise on deviations from policy.
• Follow up with field offices on the inquiries of the Global Finance related to field office accounts.
• Conduct quarterly reviews of analytical packages; identify risk areas and ensure corrective actions are implemented in subsequent periods.
• Support the RFD in monthly financial health reviews for the region.
• Assist in reviewing MFD and MFR reports and provide actionable feedback.
Regional Finance Support
• Respond to ad hoc requests from country offices or regional staff as prioritized by the RFD.
• Proactively identify and communicate potential financial risks to the RFD.
• Assist the RFD with internal and external audit closures, including developing and tracking corrective action plans.
• Compile and monitor waivers (cost allocation exemptions) approved in the region; track expenses charged to U4999 subsidy and ensure proper use of D0 codes for subsidy costs.
• Update regional match tracking tools and share updated Budget vs. Actual (BvA) reports with Country Programs for monitoring and spending.
• Serve as an Integra Superuser, providing guidance and troubleshooting support.
• Maintain an organized filing system for all relevant documentation related to supported Country Offices, including waivers, checklists, MFD analyses, budgets, financial report approvals, and other key financial documents.
• Support the RFD in implementing planned financial management training for budget holders, project managers, and partners, ensuring compliance with IRC procedures and tools.

• Bachelor’s Degree in Accounting or Finance, or equivalent experience - Master’s Degree, CPA or CA a plus; • Fluent in the working languages used in the Region (English, French); • Minimum three years progressive finance/accounting experience in the non-profit sector; • Previous work experience in a multi-cultural international environment abroad is highly desirable. • Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting; • Previous work experience with a major general ledger software package – experience with MS D365 preferred; • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships; • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment; • Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands; • Strong Computer skills: facility with MS Word, Excel, various accounting software, and email/internet software; • The ability and willingness to travel to field offices as needed |
