1. Field Program Coordination and Oversight
- Oversee day‑to‑day management of refugee and returnee activities across field locations (refugee sites, camps, and reintegration communes).
- Ensure timely implementation of protection, shelter, WASH, livelihoods, and reintegration activities.
- Coordinate field teams to conduct assessments, verification exercises, vulnerability screenings, and home visits.
- Monitor activity progress, ensure alignment with workplans, and resolve operational bottlenecks.
- Ensure that services and assistance meet safety, dignity, and cultural appropriateness standards.
2. Project Management & Implementation Oversight
- Develop project plans with clear timelines and milestones.
- Coordinate with grantees and stakeholders for smooth implementation.
- Monitor budgets, expenditures, and compliance with grant terms.
- Identify risks and implement mitigation strategies.
- Track progress through monitoring, evaluation, and reporting.
3. Grant Management, Compliance & Reporting
- Review grant agreements and establish compliance requirements.
- Monitor grantee performance against contractual obligations.
- Track financial reporting and ensure proper documentation.
- Conduct audits, site visits, and compliance checks.
- Prepare and submit accurate reports to funders and stakeholders.
4. Protection Mainstreaming & Safeguarding.
- Ensure protection principles (do‑no‑harm, inclusion, safety, confidentiality) are applied across all field operations.
- Oversee protection case management, referrals, and follow‑up in collaboration with UNHCR, ONPRA, IOM, and specialized actors.
- Ensure identification and support to persons with specific needs (PSNs), including women at risk, unaccompanied children, GBV survivors, and returnee households with heightened vulnerabilities.
- Train field teams and partners in PSEA, safeguarding, and protection risk mitigation.
5. MEAL, Accountability and Data Quality
- Lead implementation of MEAL plans at field level (monitoring visits, activity tracking, PDMs, case follow‑ups).
- Ensure accurate data collection, analysis, and reporting using approved tools and systems.
- Support community feedback mechanisms, including complaint handling and feedback documentation.
- Participate in field reviews, learning sessions, and after‑action reviews.
6. Field-Level Coordination & Representation
- Represent the organization in field-level coordination meetings (UNHCR sectoral groups, ONPRA camp management meetings, commune-level humanitarian meetings).
- Coordinate with local authorities, community leaders, partners, and UN agencies for joint assessments, targeting, and service delivery.
- Maintain strong relationships with security actors, local administration, and humanitarian actors to ensure safe, coordinated operations.
- Support contingency and preparedness planning at field level.
7. Staff Management, Coaching & Field Capacity Building
- Supervise field coordinators, officers, accountants, drivers and community volunteers.
- Provide coaching, training, and regular feedback to enhance staff capacity.
- Ensure adherence to human resource policies, duty of care, and staff wellbeing standards.
- Lead field-level planning, team meetings, and performance evaluations.
8. Monitoring of Returnee Reintegration
- Lead field-level monitoring of voluntary returns, reception processes, and reintegration follow-up.
- Support household-level monitoring of returnees over the initial reintegration period.
- Identify reintegration gaps and coordinate multi-sectoral support.
- Ensure coordination with IOM, ONPRA, UNHCR, and local partners.
9. Resource Mobilization & Proposal Development
- Identify and research potential funding opportunities.
- Build and maintain relationships with donors and partners.
- Develop compelling grant proposals aligned with donor priorities.
- Coordinate inputs from program, finance, and leadership teams.
- Ensure proposals meet compliance, formatting, and submission requirements.
