Job Description

Pic-Ed is seeking an experienced and strategic Project Manager to lead the implementation of a large-scale digital science and e-learning solution across secondary schools in Uganda.

Key Deliverables

1. Project Planning and Execution

  • Develop and manage a detailed project implementation plan, including timelines, milestones, resource allocation, risk matrix, and delivery schedules.
  • Lead all phases of the project life cycle, from inception and mobilisation to execution, monitoring, and closure.
  • Ensure all project components—including content deployment, hardware distribution, training, and school onboarding—are completed within scope, time, and budget.

2. Team Leadership and Coordination

  • Supervise a multidisciplinary project team comprising education specialists, technical personnel, training facilitators, M&E experts, and support staff.
  • Allocate tasks, set performance targets, and establish efficient reporting systems across the team.
  • Facilitate regular internal coordination meetings and cross-functional collaboration to maintain progress and resolve implementation barriers.

3. Stakeholder Engagement and Reporting

  • Serve as the lead liaison between Pic-Ed, the Ministry of Education and Sports, school management teams, district education officials, and development partners.
  • Represent the project at key planning, review, and stakeholder engagement forums at both national and sub-national levels.
  • Prepare and submit detailed monthly, quarterly and annual reports to MoES, covering progress against KPIs, challenges, budget utilisation, and planned actions.
  • Share a detailed report with the Pic-ed internal management team about the progress of the project.
  • Brainstorm with different team members & stakeholders on the gaps and improvements, and work on the strategy development for better results 

4. Training and Capacity Building Oversight

  • Oversee the design, scheduling, and delivery of training programs for science and mathematics teachers, school ICT coordinators, and education officers.
  • Ensure training content is aligned with national curricula and digital literacy objectives.
  • Monitor training effectiveness and provide continuous improvement guidance to the training team.

5. Monitoring, Evaluation & Quality Assurance

  • Work closely with the M&E team to define and track project indicators and learning outcomes.
  • Conduct school-level field visits to monitor implementation fidelity, platform usage, and teacher engagement.
  • Ensure project activities are guided by data-driven decision-making and adapt implementation strategies as needed based on real-time feedback.

6. Budget and Resource Management

  • Support financial planning, budgeting, and cost control aligned with project requirements.
  • Monitor budget utilisation and ensure value-for-money in all project expenditures.
  • Approve procurement requests and ensure the timely provision of digital infrastructure, training resources, and content deployment materials.

7. Risk Management and Compliance

  • Identify potential risks and barriers to project success and develop mitigation strategies.
  • Ensure full compliance with national education policies, donor guidelines, and contractual obligations.
  • Uphold data protection, safeguarding, and inclusivity standards in all project components.

8. Innovation and Sustainability

  • Recommend technology innovations and scalable practices to strengthen project outcomes and sustainability.
  • Engage with local content developers, EdTech innovators, and education partners to build lasting solutions beyond the project duration.

Essential Qualities

Essential Qualities
  • Master’s degree in Project Management, ICT for Development, Education Technology, Business Administration, or a related management field.
  • Additional certifications in project management (PMP, PRINCE2, Agile) are an added advantage.

2. Professional Experience

  • Minimum of 10 years proven experience managing complex projects, at least 5 of which should be in e-learning, education technology, or digital education programs.
  • Must have successfully led deployment of e-learning platforms across 200 or more secondary schools, preferably in Sub-Saharan Africa.
  • Experience working in Uganda’s education sector—public or private—is a significant asset.

3. Technical & Management Skills

  • Strong knowledge of digital learning ecosystems (LMS, content platforms, teacher support systems).
  • Excellent command of project tools: MS Project, Excel, Gantt Charts, Power BI (or other dashboard/reporting tools).
  • Strong budget management, reporting, and documentation skills.
  • Excellent written and verbal communication and presentation skills.
  • Ability to manage cross-cultural, multidisciplinary teams across multiple locations.
