About the project

The EVOLVE project, subject to donor contract signing, aims to position Dar es Salaam as a leading hub for e-mobility innovation in East Africa. The project will strengthen the capacities of entrepreneurs, support local market systems, and foster access to catalytic finance.

The overall objective of the project is to ensure that existing and new EV entrepreneurs thrive in a dynamic and competitive market through improved access to quality business development services and entrepreneurial finance.

The project combines incubation and acceleration tracks with a dedicated MSME subsidy fund. It blends grants and credit to de-risk investment and attract co-financing from financial institutions. The intervention is built on Mercy Corps’ proven track record in enterprise development, e-mobility, and blended finance through its Energy 4 Impact platform and NMB Foundation. These efforts contribute to Enabel’s strategic goal of promoting green, inclusive, and sustainable economic growth in Tanzania.

About the position

The Project Manager will provide overall strategic, technical, and operational leadership for the EVOLVE Project. The role will ensure effective planning, implementation, monitoring, and adaptive management of all project activities.

The Project Manager will be responsible for achieving project objectives and delivering high-quality results while ensuring compliance with donor requirements and organizational standards. The role will lead the project team, coordinate resources, and provide oversight to ensure interventions are implemented efficiently and contribute to the growth of Tanzania’s e-mobility ecosystem.

The position will also manage strategic partnerships across the public and private sectors, including government institutions, financial service providers, business development service providers, and e-mobility enterprises.

The Project Manager will provide technical leadership in diagnosing business needs and developing growth plans for e-mobility MSMEs, while ensuring the integration of Gender Equality and Social Inclusion approaches across all interventions. The position will also serve as the primary focal point for donor engagement on behalf of the Country Coordinator, project learning, knowledge management, and documentation.

Key Deliverables

Strategic leadership and project planning

  • Lead the strategic design and implementation of the project’s incubation and acceleration pathways, ensuring they respond to the needs of early-stage and growth-stage e-mobility enterprises and contribute to sustainable market development.
  • In collaboration with NMB Bank, provide oversight of the MSME subsidy fund strategy, ensuring subsidies are deployed as catalytic investments that address market constraints, crowd in private capital, and accelerate enterprise growth and job creation.

Project implementation and technical leadership

  • Oversee the delivery of incubation and acceleration services, including enterprise diagnostics, business coaching, technical assistance, mentorship, market linkage facilitation, and investment readiness support.
  • Ensure participating MSMEs receive tailored support based on their stage of growth, with clear pathways from incubation to acceleration and access to financing opportunities.
  • Lead the implementation of the MSME subsidy fund, ensuring transparent selection processes, effective fund utilization, and measurable business performance outcomes.

Private sector engagement and enterprise development

  • Manage a portfolio of incubated and accelerated enterprises, supporting business growth, innovation, operational improvements, and market expansion within the e-mobility ecosystem.
  • Facilitate access to the project’s MSME subsidy fund and other financing mechanisms to strengthen enterprise competitiveness, leverage private investment, and unlock sustainable growth opportunities.
  • Work closely with investors, financial institutions, and ecosystem partners to create pathways for enterprises graduating from incubation and acceleration projects to access commercial financing.

Partnerships and ecosystem strengthening

  • Develop partnerships with incubators, accelerators, technical service providers, financial institutions, investors, and industry actors to strengthen support services available to project participants.
  • Promote collaboration among ecosystem stakeholders to enhance the effectiveness and sustainability of the incubation, acceleration, and MSME financing models beyond the life of the project.

Monitoring, evaluation, accountability and learning

  • Monitor and evaluate the performance of incubated and accelerated enterprises, tracking business growth, investment mobilization, employment creation, enterprise survival, and market outcomes.
  • Measure the effectiveness and additionality of the MSME subsidy fund in improving enterprise performance, attracting private sector investment, and contributing to project objectives.

Financial and operational management

  • Oversee the management of the MSME subsidy fund, including budgeting, disbursement, financial monitoring, due diligence, compliance, and reporting.
  • Ensure subsidy fund resources are managed transparently, efficiently, and in accordance with donor requirements, Mercy Corps policies, and market systems principles.

Risk management

  • Assess and mitigate risks associated with incubation, acceleration, and subsidy fund interventions, ensuring that financial support mechanisms do not create market distortions or dependency.
  • Ensure subsidy allocations are evidence-based, targeted, and structured to promote sustainable business growth and crowd in additional investment.

Safeguarding responsibilities

  • Actively integrate safeguarding principles, including safeguarding risks and mitigations related to the area of work and all aspects of program delivery.
  • Practice the values of Mercy Corps, including respecting the dignity and well-being of program participants and fellow team members.

Supervisory responsibility

The Project Manager will provide leadership and management of the country’s project staff, including consultants and partners, to ensure clear accountability and strong performance management.

Reports directly to: Country Coordinator, Tanzania

Works directly with: Energy 4 Impact Technical Advisor, Regional Technical Teams, Finance and Operations Teams, EVOLVE partner, and consultants.

Accountability to participants and stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to project participants, community partners, other stakeholders, and international standards guiding international relief and development work.

Essential Qualities

Essential Qualities
  • Master’s degree or equivalent in Electrical Engineering, Renewable Energy Engineering, Power Systems Engineering, or a related field.
  • Minimum of 10 to 12 years of progressive experience in the energy sector.
  • Minimum of 5 to 8 years of experience in EV regulations, EV charging infrastructure, mobility technical standards, or a combination of these areas.
  • At least 5 years of experience working on development cooperation projects.
  • Excellent technical writing and stakeholder engagement skills.
  • Ability to deliver high-quality training and technical presentations.
  • Strong experience managing multi-partner, donor-funded projects, including implementation oversight and reporting.
  • Demonstrated leadership experience managing multidisciplinary teams and coordinating diverse stakeholders.
