Job Description

Enabel is a Belgian development agency that provides structural assistance and supports emergency interventions aimed at preventing the spread and/or prevention of health emergencies. Enabel carries out its missions in close collaboration with the country's health authorities and in compliance with medical ethics, following a health system strengthening approach.

The Justice Sector Support Programme, supported by Enabel and the European Union, aims to promote peace, justice, and inclusive and accountable institutions, in line with the Sustainable Development Goals. It strengthens transparency, accountability, and the capacities of stakeholders, particularly the most vulnerable, and is entering a new implementation phase extended until 2026, requiring the appointment of a new project manager to ensure continuity and prepare for a possible phase 2.

Key Deliverables

  • As a Member of the Portfolio Coordination Committee : Support the country portfolio strategy by providing strategic inputs, facilitating coordination, engaging stakeholders and identifying synergies between interventions.
  • As Intervention Manager : Ensure the consistency and overall effectiveness of an intervention by integrating all aspects of its management—from start to close—to ensure its impact on development results.
  • As Coordinator of activities / components / components : coordinate and monitor the implementation of the activities of an intervention, while ensuring administrative and financial compliance, the integration of cross-cutting priorities and the link with stakeholders.
  • As an Expert : provide strategic technical support throughout the cycle of an intervention, ensuring the quality of activities and mobilizing, if necessary, appropriate external expertise.
  • As Change Support : supporting partners in their organizational change process, aimed at improving their operations, their systems and the skills of their staff through strategic, technical and collaborative support.
  • As Knowledge Manager: Coordinate a structured learning process aimed at generating, analyzing and disseminating knowledge on the impact of a sectoral intervention, based on a participatory approach, evidence and active sharing with stakeholders.
  • As a People Manager:  organize the project team, ensure its motivation and development, in order to guarantee efficient management and compliance with procedures while promoting a healthy and collaborative working environment.

Essential Qualities

Essential Qualities
  1. Level of education: Master's degree in law
  2. Specific skills or knowledge required : 5 years of experience in supporting the criminal justice system, reducing prison overcrowding and improving judicial governance.
  3. Specific skills or knowledge being an asset:
    • Experience in Burundi,
    • Skills in change support, theory of change and capitalization
  4. Languages: French and Kirundi.
