Project Title: Securing Reliable and Fair Critical Mineral Supply Chains

Location: Kinshasa or Lubumbashi, Democratic Republic of Congo (DRC)

Project overview

World Vision is seeking a Project Director for a USDOL-funded project to combat abusive labor practices—particularly child labor (CL) and forced labor (FL)—in critical mineral supply chains in the Democratic Republic of Congo (DRC).

The project aims to strengthen policy frameworks, monitoring and identification systems, and enforcement and remediation mechanisms in mining areas, working closely with the government, civil society, and community stakeholders.

Job Summary

The Project Director (PD) will provide strategic and technical leadership for this complex, multi-sectoral, and multi-partner project.

They will be the primary point of contact with USDOL, national stakeholders, implementing partners, and relevant ministries.

The PD will be responsible for the project's planning, implementation, performance, and quality control, ensuring compliance with all USDOL requirements and alignment with national and local strategies.

Key Deliverables

  • Provide overall strategic direction, coordination and supervision of all project activities and teams.
  • Ensure the achievement of project objectives and results, including policy improvement, monitoring and work identification, implementation support and corrective measures.
  • Liaise with USDOL/ILAB, government authorities, local partners and the private sector to ensure high-level engagement and ownership.
  • Develop and maintain operational project management systems.
  • Design and implement results-based monitoring systems, particularly for capacity building projects.
  • Oversee the planning and execution of work plans, monitoring plans and technical strategies with the technical and operational team.
  • Provide regular, high-quality reports to USDOL, including technical and financial progress reports.
  • Supervise and guide a multidisciplinary team and manage relationships with partners to ensure consistent and adaptive implementation.
  • Ensure the integration of cross-cutting themes (gender, equity, social inclusion and conflict sensitivity) into all activities.
  • Coordinate with the Ministry of Employment, Labour and Social Welfare (METPS), the Ministry of Mines (MINES), the Ministry of Gender, Family and Children (MGFE) and CIMTEMA (Interministerial Commission for Combating Child Labour in Mines and Artisanal Mining Sites), as well as with provincial authorities to support the institutionalisation of labour protections in mining areas.
  • Represent the project at national, regional and international levels on child labour, forced labour and supply chain responsibility.

Essential Qualities

Essential Qualities
  • Bachelor's, master's or diploma in law or doctorate in law (JD) reflecting expertise in areas relevant to this project, such as labor law, public policy, economics, environmental science, geology, engineering, geography, materials science, sociology and project management.
  • At least seven (7) years of professional experience in project management and the management of operational and administrative tasks for projects funded by the U.S. government or other donor-funded projects of similar complexity. Experience in the implementation and maintenance of project operations management systems.
  • Proven experience in establishing and maintaining project operations management systems, including overseeing the preparation and submission of project deliverables, stakeholder and risk management processes, cost and schedule control, and sustainability planning and implementation. Maintains working relationships with all project stakeholders and is committed to building coalitions and promoting public-private partnerships.
  • Proven experience in using adaptive management, evidence-based and innovation approaches to lead US government-funded or other donor-funded projects of similar complexity.
  • Proven experience in establishing and maintaining working relationships with all project stakeholders, in building coalitions and in empowering stakeholders to take ownership of key project results to ensure sustainability of progress after project completion.
  • Proven experience in managing projects funded by ILAB or other public donors focused on labor rights, child protection or supply chains.
  • Excellent communication, negotiation and interpersonal skills.
  • Proven experience in public speaking.
  • Fluency in written and spoken English required; fluency in French highly desirable.
  • National candidates from the DRC are strongly encouraged to apply; open to international candidates with relevant regional experience.
  • Strong skills in facilitation, communication, collaboration and leadership.
  • Understanding of issues related to work and mining.
  • Professional experience in the country where the project will be implemented.

Preferred qualifications

  • Knowledge of the mining sector in the DRC, of ​​the political frameworks for labor and child protection.
  • Familiarity with Child Labour Monitoring Systems (CLMS), supply chain due diligence and enforcement strategies.
  • Experience with community-based child protection mechanisms (e.g., RECOPE), private actors and international donors.
  • Prior experience in managing consortia or multi-partner structures.
