UNUNICEF — the United Nations Children's Fund is an international non-profit organization that aims to help every child reach their potential in life. UNICEF covers more than 190 countries and territories around the world. UNICEF Burundi has a large country program, and the Social Policy and Advocacy Program (SPA) plays a key role in research and analysis to guide evidence-based policy development and programming for the promotion of children's rights in Burundi.

Context

UNICEF-Burundi adopted the End User Supply Monitoring (EUSM) system, which consist of a phone application and dashboards. This innovative system, supported by a mobile application, is used to monitor the delivery, availability, condition, and use of supplies at service points such as health centers, schools, water points, and warehouses. By ensuring greater transparency and accountability, the EUSM system helps identify gaps and corrective actions to improve the delivery and outcome of UNICEF's interventions. After a first test at the end of 2024, this project is now in the scale-up phase, requiring the integration of data related to supplies delivered over the last few years, the training of staff on the use of the application and the coordination of field missions to monitor and optimize the system's effectiveness. The UN Youth Volunteer will support all the steps for the scale of the work. A part of the implementing partnership management portofolio, the national UN Youth Volunteer will contribute to providing technical and administrative support to ensure quality, effective and efficient management of implementing partnerships in the country office in line with respective operational policies, procedures and mainstreaming of risk-based implementing partnership management at the Country office (CO) level.

Key Deliverables

The UNV Youth Volunteer will play a pivotal role in supporting the scale-up and effective implementation of the EUSM system in Burundi and the management of the implementing partnership portfolio.

EUSM Coordination and data management

  • Work with programme sections and supply to input all relevant data into the EUSM system regarding supplies delivered by UNICEF over the last few years (exact timeframe to be defined).
  • Ensure accuracy, consistency, and completeness of the data to support monitoring activities.
  • Support the development of a workplan for the scale up of EUSM.
  • Clean and update GPS coordinates for existing service points in collaboration with UNICEF programme teams and government counterparts.


EUSM Field Missions and Training

  • Provide training and capacity-building sessions for UNICEF staff and partners to optimize the use of the EUSM system.
  • Participate in and support the coordination of EUSM field missions, including quality control checks and data collection.
  • Monitor the integration of EUSM activities into all relevant field missions and ensure compliance with established standards.


EUSM System Management and Analysis

  • Collaborate with UNICEF programme sections to analyze results from EUSM missions and address any issues identified during field activities.
  • Support post-mission follow-up to ensure findings are addressed and improvements implemented.
  • Support the development of analyses for heads of sections and the management.

Implementing Partnership Management

  • Contribute to the preparation of slides relating to HACT data dashboard updates for internal meetings (Program visits, spot check,..).
  • Regularly share up-to-date status of programmatic visits with the Sections.
  • Contribute to monitoring the implementation of audit recommendations, sports checks and micro evaluations.

Implementing Partnership Innovation, knowledge management and capacity building

  • Contribute (preparation of presentations, logistics...) to capacity building sessions for staff and our partners, specifically on the HACT Approach.
  • Contribute and support staff/Partner in the use of different tools (etools, UNPP and PRP)
  • Contribute to monitoring the status of programme documents in etools and support in the preparation of PD expiration alerts.
  • Contribute to the monitoring and closing of action points in etools by staff.

Skills and experience

  • A University degree (Bachelor’s or equivalent) in Economics, Information Systems, Data Management, Public Administration, Social Sciences, or a related field. • At least 6 months of professional work experience at the national and/or international level in partnership management, planning, monitoring and evaluation, or other relevant programmes; experience working in the UN or other international development organization is an asset.
