Expertise France (EF) is a public agency that designs and implements international technical cooperation projects. The agency operates in four priority areas:
- Democratic, economic and financial governance;
- Peace, stability and security;
- Climate, agriculture and sustainable development;
- Health and human development.
In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and ensures a role as a project coordinator involving public expertise and private know-how.
I. OBJECTIVE OF THE POSITION
Under the supervision of the Project Manager based in Paris, the DRC National Coordinator based in Kinshasa is responsible for planning, managing and monitoring activities relating to the two components.
In consultation with the Project Manager and the headquarters of Expertise France, the National Coordinator DRC ensures that the objectives set are achieved within the budget, deadlines and terms established by Expertise France; he/she manages the production of deliverables and products as well as the use of dedicated resources for the components in the DRC.
He/she will be hosted by the EF office in Kinshasa, which has around fifty employees. When the security situation allows, the DRC National Coordinator will conduct visits to supervise the activities of CSOs undertaken at the national level.

- Plan, prepare and implement activities relating to the aforementioned components in the DRC, both operationally and budgetarily, with the assistance of the project team, short-term experts and service providers mobilized for certain specific activities;
- Monitor the progress in real time of activities and the overall situation in the areas and sectors of intervention concerned, by comparing achievements with the indicators defined in the logical framework of the project as well as monitoring budgetary expenditure and the current balance relating to the components;
- In conjunction with the Project Manager, Expertise France headquarters and the Expertise France Project Support Unit (USP) in the DRC, ensure compliance with administrative and financial management procedures, procurement and logistical processing of the activities managed;
- Contribute to the preparation of technical and periodic narrative reports (interim and final) and to the review of financial reports/expenditure logs, relating to the progress of the components according to the directives of the Project Manager;
- Identify expertise needs and report them to the project management team, contribute to the recruitment of experts or consultants, then supervise, support and monitor the successful completion of their missions within the given timeframes;
- Ensure dialogue with national authorities and partners involved in the implementation of the project in the DRC as well as the fluidity of exchanges and sharing of information with the project management, the headquarters of Expertise France, the EF country management in the DRC, experts and other stakeholders
- Support partners in formulating their requests for technical assistance and drafting terms of reference;
- Identify the risks and impacts associated with the implementation of activities, and propose recommendations and corrective measures with implementation of adaptation plans where appropriate;
- Contribute to visibility actions for activities managed in the DRC by following the guidelines of the project management and the AFD, and EF communication in the DRC;
- Contribute to the capitalization and evaluation exercises of the project;
- Participate in monitoring issues and possible synergies related to the Women, Peace and Security Agenda (evolution of legislative frameworks, launch of new programs, etc.) at the national level as well as in identifying other opportunities for intervention and financing at the national level and beyond.

- Bachelor's or Master's degree in project management, international cooperation, political science, gender, or other field relevant to the mission; - At least 5 years of professional experience in leading national/regional international cooperation and/or technical assistance projects in the field of peacebuilding, security-defense, and more specifically civil-military relations, or gender equality or any other related field; - Proven experience on issues related to gender equality (fight against gender-based violence (GBV), female leadership and inclusion of women in public spaces and decision-making places, support and capacity building of feminist CSOs); - Proven professional experience in fragile national contexts; - Proven experience in managing projects financed by the French Development Agency or other institutional donors. 1.
