Job Description

The Medical Officer is responsible for providing clinical care and treatment, managing HIV complicated cases, and leading HIV quality improvement projects. The role includes supporting site growth, program budgeting, and planning. The Medical Officer provides technical support to AHF nurse mentors and facility staff through continuous medical education. The position also serves as a liaison between districts, AHF, and AHF supported health facilities within Eastern regions (Bugesera and Ngoma District). She/He will be based at Bugesera District and will cover mentorship at Ngoma District sites as well and can also support other Eastern AHF supported sites if needed

Key Deliverables

  • Conduct onsite patient care and treatment, including medical consultation for infectious diseases.
  • Manage complicated HIV cases and associated comorbidities in supported health facilities.
  • Provide monthly and quarterly reports on infectious diseases and clinical mentorship activities to the Medical Director.
  • Review weekly reports from nurse mentors and laboratory technicians and provide guidance on program implementation.
  • Review and validate data reports.
  • Ensure the quality of HIV services in AHF-supported sites.
  • To ensure that HIV positive clients are put on ART and followed up in care and treatment.
  • To ensure that community HIV targeted testing is well implemented in order to have improved outcome results.
  • To attend field mentorship activities in remote areas.
  • To implement community engagement activities and interact with peer educators
  • To conduct outreach campaigns. 
  • Support the implementation of quality improvement projects at health facilities.
  • Participate in site growth activities, program budgeting, and planning.
  • Provide technical support and mentorship to facility staff through continuous medical education.
  • Doing CMEs and case presentations to nurse mentors, health providers of the respective sites.
  • Conducting Quality improvement meetings on respective sites.
  • To engage and integrate key populations (sexual workers, MSM, …)
  • To do regular HIV and other STIs testing for key populations and their treatment accordingly.
  • To focus on HIV prevention for key populations: giving condoms, education, pre and post-exposure prophylaxis to HIV negative key populations.
  • To follow up closely key populations.
  • Implement good leadership and management of the clinical team and other persons that he/she is in charge of.
  • Attend weekly CHMT meetings, monthly medical staff meetings, and other meetings as required.
  • Act as a liaison between AHF, district authorities, and supported health facilities.
  • Assist the site in elaborating proper infection control including TB, COVID 19, Mpox, EBOLA. 
  • Attend all health center case conferences (minimum of one per month) to discuss difficult and complex patient cases.
  • Support health centers in the clinical management of patients enrolled in care.
  • Demonstrate flexibility and willingness to provide coverage at other AHF-supported sites upon request.
  • Participate in data use and analysis activities aimed at improving program implementation and performance.
  • Provide medical mentorship to site clinical teams to improve quality of care and strengthen the district health system, particularly in the decentralization of infectious disease services (HIV, STIs, TB, other blood-borne infections, and outbreak-prone diseases), including prevention, care, treatment, surveillance, and response.
  • Implement evidence-based clinical practices and updated knowledge on infectious diseases in AHF-supported sites.
  • Support health centers in the optimal use of available resources for early detection, diagnosis, treatment, rehabilitation, and prevention of infectious diseases.
  • Conduct field supervision visits and carry out technical and programmatic needs assessments for infectious disease services at health facilities.
  • Build capacity of AHF-supported site teams in infectious disease management through trainings, case review presentations, and continuous professional development activities.
  • Conduct death audits for infectious disease–related cases and support corrective action planning.
  • Participate in harmonization and standards development for infectious disease–related tools, including guidelines, protocols, M&E tools, and disease surveillance instruments.
  • In collaboration with the AHF Rwanda Monitoring and Evaluation (M&E) team, conduct biannual or annual internal Data Quality Assessments (DQAs).
  • Strengthen service integration initiatives, including TB/HIV, cervical cancer/HIV, family planning/HIV, and mental health/HIV at supported sites.
  • Support HIV retention in care and site growth initiatives.
  • Support patient flow improvement, reduction of laboratory turnaround time, client satisfaction surveys, and time-and-motion studies.
  • Serve as a liaison between districts, AHF, and health facilities within Kigali and Eastern regions by attending JADF meetings and supporting the development and implementation of MOUs at district and health facility levels.

Professional Qualifications

Industry Qualification
Medical / Health Care And Social Assistance Bachelor’s degree in General Medicine or its equivalent from a recognized university or institution. Minimum of four (4) years of prior experience in HIV/AIDS and other infectious disease management. Having experience in mentorship in infectious diseases in Rwanda is an added value Having a current valid license to practice in Rwanda, provided by related council. Having experience in HIV and STIs testing and treatment. Having experience in follow up of key populations. Being trained on CQI and cervical cancer screening & treatment of precancer lesions is an added value. Agrees to take additional duties, tasks or responsibilities given by the employer when necessary and agrees to accept reassignment of the workstation location in case of special circumstances by the employer/institution.
