Job Description
The Project MEAL Officer is responsible for the implementation and day-to-day management of the project's MEAL system. The position focuses on operational execution and partner support, under the supervision of the Project Manager. The Project MEAL Officer ensures: • Timely and high-quality data collection • Adequate monitoring of project indicators • Accountability to the affected populations • Compliance with donor requirements • Technical supervision and support of the MEAL focal points of both local partners.

Monitoring and reporting • Supporting the finalization and implementation of the project's logical framework and the IPTT • Developing and using harmonized monitoring tools across sectors • Preparing monthly and quarterly monitoring plans • Supervising the regular collection of data by ADRA and partner teams • Conducting regular field monitoring visits (including joint visits with partners) • Ensuring proper data disaggregation (sex, age, disability, vulnerability) • Compiling, cleaning and analyzing monitoring data • Contributing to the drafting of reports for donors (monthly, quarterly, annual). 2. Data Quality and Management • Ensure data accuracy, completeness, and consistency • Conduct periodic data quality checks (DQCs) • Maintain indicator tracking tables (IPTTs) • Support digital data collection using Kobo/ODK or similar tools • Ensure secure data storage and confidentiality. 3. Accountability to Affected Populations (AAP) • Support the implementation of the feedback and complaints response mechanism • Ensure secure and confidential handling of complaints • Monitor feedback and response times • Raise community awareness of accountability mechanisms • Document and analyze complaint and feedback trends. 4. Learning and Adaptation • Organize periodic reflection meetings with project teams and partners • Document lessons learned and best practices • Support evidence-based adjustments in implementation • Contribute to the drafting of learning notes and internal reports 5. Supervision of Partner MEAL Focal Points The Project MEAL Officer will provide technical supervision and mentoring to local partner MEAL focal points by:• Ensuring alignment of partner indicators with the project's logical framework • Reviewing partner monitoring tools and reports • Conducting joint monitoring visits • Providing on-the-ground support for data collection and reporting • Supporting partners in strengthening basic MEAL systems • Ensuring harmonization of reporting formats and timelines. 6. Expected Results (First 6 Months) • Regularly updated operational IPTT • Harmonized data collection tools used by all partners • Functional feedback and complaints mechanism • Regular monitoring reports submitted on time • At least two joint monitoring visits conducted by each partner • Development of a plan to improve partners' basic MEAL capacities.

| Monitoring, Evaluation, Accountability, and Learning | • Bachelor's or Master's degree in monitoring and evaluation, statistics, development studies, public health, economics or a related field • At least 3 to 5 years of relevant experience in MEAL • Experience working with local partners • Experience in humanitarian or conflict contexts • Good understanding of donor reporting requirements • Previous experience in managing BMZ funding is an asset. • Experience with digital data collection tools (Kobo, ODK, etc.) Required skills • Strong data analysis skills • Attention to detail • Good facilitation and mentoring skills • Ability to work collaboratively with partners • High integrity and respect for confidentiality • Strong written and oral communication skills (French required; English preferred) • Commitment to ADRA's mission and humanitarian principles. |
