Job Description
Ensure that quality and accountability standards are integrated into the regular MEAL systems of the INTERSOS mission response, under the direct supervision of the Mission Chief.
Lead the development and implementation of integrated MEAL frameworks to support the implementation of all projects and programs, with a focus on mentoring and strengthening MEAL and program staff, as well as fostering a culture of shared learning and accountability, and promoting innovation within the program.
Coordinate the development and integration of accountability, learning, and program quality standards into program evaluations, design, monitoring, review, and assessment, as well as consistent documentation of lessons learned and progress made in this area, in accordance with INTERSOS standards.

Strategies and Programs
- Assist the Country Director in integrating the MEAL component into the country strategy, including programmatic outcomes, indicators, and recommendations for strategic directions.
- Establish and oversee the implementation of a reporting system to manage information generated by MEAL activities, such as field data collection exercises and the beneficiary database.
- Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management (development of survey questionnaires, sampling, data entry methods, extraction of relevant data, and interpretation), and the integration of cross-cutting issues
- Support the HoM in improving the existing common monitoring framework for the entire program and in fundraising, negotiation, and review of project proposals (MEAL and cross-cutting issues)
- Support the coordination of needs assessments, emphasizing the promotion of an integrated and community-centered approach.
- Provide guidance to MEAL and GI staff on the creation or adaptation of tools and the improvement of data collection and analysis systems to monitor project indicators and the impact of activities, through robust MEAL frameworks and risk factor analysis.
- Produce a comprehensive analysis of the effect and impact of programs through monitoring and evaluation activities conducted by the MEAL unit itself or by external parties. Conduct data analysis, validate, and distribute final versions of MEAL reports, studies, and analyses on program and project activities—including achievements, challenges, and lessons learned—and disseminate the information to program management. Propose continuous programmatic adaptation, learning, and synthesis of best practices based on the results of MEAL activities.
- Design and implement complaint response mechanisms and ensure the appropriate deployment of the dedicated platform, in coordination with relevant headquarters staff and the program team. Ensure that complaints are recorded in an official database, processed, and that individuals receive an appropriate and timely response.
- Oversee and improve the implementation of accountability mechanisms (e.g., complaint and feedback response mechanisms, as well as evaluation, design, and implementation) to ensure that the entire program includes strategies and mechanisms to promote a high level of community participation, in accordance with the fundamental principles of the PAA and organizational standards.
- Propose evidence-based adjustments or new activities to improve the quality of operations or approaches used by teams, in consultation with other coordinators.
- Contribute to the development of terms of reference for external evaluations and studies, and lead and support MEAL teams in conducting internal evaluation exercises, as needed and in collaboration with program teams.
- Collaborate with the HR department to ensure the proper implementation of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential assessment, talent identification, staff development, and internal communication) to ensure both the appropriate staffing levels and the necessary expertise for MEAL activities
Capacity Building
- Build the capacity of program teams in the areas of data collection and analysis (methodology, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, impact analysis, etc.
- Identify learning and training opportunities for MEAL staff.
- Organize and conduct training and awareness-raising activities for MEAL, program, and technical staff on MEAL systems, priorities, and quality standards, with an emphasis on integrating MEAL throughout the project lifecycle and on the fundamental principles of accountability and the PAA.
Advocacy, and organizational learning
- Organize workshops to support after-action reviews, prepare reports on lessons learned, and lead pilot projects on accountability mechanisms
- Ensure the proper use of INTERSOS’s learning and knowledge management tools and their dissemination within the mission
- Represent INTERSOS at technical coordination meetings organized by external stakeholders (clusters, other platforms, etc.), and report to the Head of Mission and the SMT on the most relevant issues
