Under the supervision of the Base Manager, the Logistics Officer is responsible for the day-to-day management of logistics operations for the Kinshasa Office. They ensure that the logistical needs of programs and operations are met by anticipating requirements for base operations, supporting program activities, and ensuring the sound management of material and financial resources. This includes asset management, inventory management, fleet and generator management, infrastructure management, support for office security management, and serving as the ICT focal point.

Asset Management: Ensure proper filing of asset documentation upon arrival or departure. Ensure that all assets at the base are coded and recorded in the dedicated database. Ensure that all asset movements are properly tracked and documented. Ensure that all asset movements (entries, exits, reassignments) are systematically recorded and that the asset database is well-maintained, regularly updated, and that inventories are conducted regularly. Fleet and Generator Management: Capitalize on information regarding the movements of the various teams. Ensure that drivers have completed their repair requests and follow up on vehicle repairs in a timely manner. Ensure that the entire fleet of vehicles and motorcycles is operational and meets the demands of program movements. Conduct daily and/or monthly vehicle checks: equipment and on-board documents. Track the renewal of vehicle and motorcycle on-board documents. Ensure fuel is received and track consumption, reporting accordingly. Complete and maintain the vehicle, motorcycle, and generator consumption database. Ensure the coordination and planning of vehicle and motorcycle movements. Coordinate the transport of personnel and/or project materials with various assistants or program departments. Ensure that drivers are trained and comply with road safety procedures. In collaboration with the safety manager, analyze the best routes for the safety of vehicles and passengers. Ensure that all equipment and documentation required for movements are in order and inform the Base Manager of any deficiencies. Monitor repairs and maintenance and ensure that vehicles, motorcycles, and generators undergo a daily check-up. Stock Management: Supervise the collection, tracking, and maintenance of records of incoming and outgoing goods from the Mercy Corps warehouse, including all accompanying documents (waybills) related to stock movements.Maintain and update the inventory and warehouse management database daily. Ensure that all forms related to inventory management, namely stock cards, bin cards, daily logs, etc., are in place and up-to-date at all times. Ensure that all stock movements are properly documented and duly approved by authorized personnel. Ensure that a systematic and correct filing system is in place, including copies of all documents used (transportation, service, handling, contracts, etc.). Work closely with the Tshikapa Logistics Manager, clearly following Mercy Corps' policies and procedures regarding inventory/warehouse management; ensure that stock management cards, waybills, material release slips, fuel vouchers, etc., are used correctly and kept up-to-date; ensure that the inventory of goods, equipment, and consumables is correctly conducted daily as required. Receive and inspect goods, supplies, or equipment as described and specified in purchase orders. Ship goods from the warehouse using appropriate Mercy Corps forms (outgoing slip, waybill, stock card, etc.); Prepare monthly inventory reports, fuel receipt and consumption reports, end-of-program reports, fiscal year-end reports, and any other reports as requested by the Base Manager or Supervisor; Manage inter-base travel. As Kinshasa is a transit hub for many trips to and from other Mercy Corps offices, the incumbent is expected to provide significant support for travel between the airport and the city center. Good planning is expected, particularly booking taxis in a timely manner. Security Management: Manages security equipment such as fire extinguishers, communication devices, security trunks, etc. Infrastructure Management: Provides support for the identification and maintenance of office facilities and expatriate residences. Information and Communication Technology Management: Provides IT support to users. Ensures the proper functioning of the LAN (Local Area Network): Router, Switch, Hub. Ensures the proper functioning of the WAN (Wide Area Network): Internet. Reporting: Ensures that all base logistics reports (stock, fuel, assets, etc.) are completed on time, are accurate, and validated by the Base Manager before transmission. PROTECTION RESPONSIBILITIES: Actively learns about protection and integrates it into their work, including risk protection and mitigation measures related to their area of work. Practices the values of Mercy Corps.including respect for the dignity and well-being of participants and other team members. Encourages openness and communication within the team; encourages team members to submit reports if they have concerns using reporting mechanisms, such as the Integrity Hotline and other options. SUPERVISORY RESPONSIBILITY Supervisory responsibility: None Works directly with: All logistics, finance, and program staff in the area. Reports directly to: The Base Manager in Kinshasa.
