Since 1997, Action Against Hunger (ACF) has been engaged in the fight against malnutrition in the DRC.

Drawing on its expertise in rapid response and emergency management of nutritional crises in the areas most in need in the DRC, ACF has successfully deployed large-scale projects addressing the nutritional crisis in Congo thanks to the support of several local and international partners such as the Swedish International Development Agency (SIDA), Global Affairs Canada (GAC), the Crisis and Support Centre (CDCS), the Ministry of Public Health of the Democratic Republic of Congo, the European Civil Protection and Humanitarian Aid Operations (ECHO) among others.

Thanks to its partners, ACF operates in several cities and localities such as Mbuji-Mayi, Mweso, Bambo, Drodro, Kwamouth, Masiambio, Lita, Jiba, Mongbwalu, but also has operational offices in Goma, Bunia and Kinshasa.                                                                                                   

As part of its activities, ACF is looking for one (1) Logistics Manager for its base in Mbuji-Mayi, Kasai Oriental Province.

Purpose of the position

 The Logistics Manager implements the mission's logistics policy to ensure logistical performance and provide the best support to programs in Kasai Oriental.

Key Deliverables

Mission 1: Manage the logistics activity of the area

  • Monitor and analyze logistics indicators in your area
  • To determine the logistical capacities in order to meet the needs of the programs
  • Supporting Program Managers in assessing their needs

 Mission 2: Implement and guarantee the performance of the supply chain

  • Comply with ACF procedures at each stage of the supply chain;
  • Implement ACF standards at the level of the different departments and within the basic logistics;
  • To guarantee performance in terms of cost, quality and delivery times of the supply chain (purchasing, transport, storage) in its area;
  • Advise, inform and alert applicants about the processing of their applications;
  • Knowing the market and suppliers in your area of ​​operation;
  • Develop the Project-based Purchasing Plans for the various programs at the base in consultation with the Program Manager;
  • Follow the Supply Plan;
  • Ensure deliveries to programs and departments as well as quality control;
  • Supervise inventory management.

 Mission 3: Implement and guarantee the performance of general resources

  • Ensuring the safety of the work and living environment
  • Implement ACF standards at the level of the different departments and within the basic logistics;
  • Manage the project management of the construction, rehabilitation and maintenance of the buildings necessary for the operation of the base and the living environment;
  • Sizing and allocating logistics equipment;
  • To ensure the supply of water and energy to all structures necessary for the operation of the base and the living environment;
  • Ensure the planning of vehicle movements at the base (owned or rented);
  • Ensure communication with base staff regarding planned maintenance and inherent malfunctions;
  • Update the equipment list;
  • Define and enforce the rules for using the equipment.

Mission 4: Implement and guarantee IT, network and telecommunications performance

  • To provide and ensure the proper functioning of communication resources (voice and data) in accordance with ACF standards;
  • Ensure the safety of equipment and users;
  • Provide training and support to users on this equipment;
  • Streamline equipment usage costs;
  • Coordinate with the Head of the Logistics Department the strategic choices for equipment allocation on the mission.

Mission 5: Contribute to security management

  • Participate in defining the local security plan with the Field Coordinator
  • Implement logistics-related security rules on the base and monitor their proper application.
  • Maintaining an effective network with local stakeholders, collecting and analyzing information, and sharing it with the Field Coordinator
  • Brief and train new expatriates and national staff on base security procedures.

Mission 6: Implement and monitor collaboration and logistical coordination with mission partners

  • Analyze the risks related to logistics and formulate recommendations on partner selection
  • Implement and monitor logistical arrangements within the framework of projects implemented jointly with partners
  • Work with the partner to develop the logistical aspects of the conventions and partnership agreements.
  • To monitor compliance with ACF's and partners' commitments regarding logistical aspects
  • Participate in capacity building for partners based on identified needs.

Mission 7: Supervise the base's logistics team

  • Organize the work of the base's logistics department;
  • Delegate activities and monitor their proper execution;
  • Manage the recruitment of staff for the logistics department;
  • Contribute to the development of the training plan;
  • Provide training for his team;
  • Conducting evaluation interviews;
  • Provide technical support to the team if needed

Essential Qualities

Essential Qualities
  • Minimum 3 to 5 years of professional experience in logistics, including at least 2 years in a position of responsibility, ideally within an international NGO . Required ;
  • Proven experience in supply chain management (purchasing, transport, inventory management) Required;
  • Experience in general resources management (buildings, fleet, energy, water, equipment);
  • Experience in supervising and managing a logistics team is required ;
  • Good knowledge of local markets and suppliers;
  • Proven skills in planning, budget monitoring and analysis of logistics indicators;
  • Proficiency in computer tools: Office suite (advanced Excel preferred), logistics tracking tools and information systems;
  • Basic knowledge of ICT, telecommunications and networks;
  • Good understanding of the safety rules applicable to logistics operations.
  • Good level of French, both written and spoken; proficiency in local languages ​​(Tshiluba, Lingala) is an asset.
  • A basic level of English is an asset.
