Job Description

As part of this Technical Assistance project, Expertise France (EF) is recruiting a Landscape Monitoring Officer in the Democratic Republic of Congo (DRC). The position is based in Kinshasa, at Expertise France's offices.
Reporting hierarchically to the Project Manager and working closely with the Long-Term Expert to support the mobilization of short-term expertise and knowledge sharing, the incumbent will be responsible for developing, implementing, and closing out the technical, programmatic, and financial instruments designed to shape the support provided by the Technical Assistance for Sustainable Development (AT ADD) project to managers of the five landscapes mentioned above. This support will primarily involve mobilizing short- or long-term thematic and methodological expertise, but may also take the form of additional support such as the provision of small equipment, the organization of activities, etc., tailored to the partners' needs. This support will aim to facilitate the implementation of the various funding allocated by the European Union to different landscapes and will primarily concern the three areas of intervention of the European Union

Key Deliverables

MONITORING OF THE ADMINISTRATIVE, FINANCIAL AND TECHNICAL EXECUTION OF GRANTS AND OTHER TOOLS:

  • To provide technical support to managers for the proper implementation of planned activities and to strengthen their capacities.
  • Supporting managers in identifying consultants and in the technical preparation of expert missions planned in grant contracts or in other support mechanisms mobilized.
  • Ensure technical monitoring and quality control of all deliverables provided by experts mobilized within the framework of grants or other programmatic and technical instruments.
  • Contribute to the cross-cutting analysis of the implementation of subsidies (progress, difficulties, good practices) in order to inform the strategic management of the project and the dialogue with the EU Delegation.
  • Develop and configure, in conjunction with the admin/finance team, the financial tools for monitoring subsidies (financial reporting file, monitoring of expenses and pre-financing, etc.);
  • Supporting project leaders on the administrative and financial specificities of subsidies (training, answering questions, etc.);
  • Ensure that project leaders adhere to the schedule for submitting narrative and financial technical reports;
  • Verify and control financial reports (completeness of the file, compliance with the format, supporting documents, consistency with the narrative report, funding request);
  • To monitor compliance with Expertise France's administrative procedures by the partner(s) (purchases and contracts, supporting documents, etc.);

REPORTING, AUDIT AND CLOSING OF SUPPORTING INSTRUMENTS:

  • Coordinate the preparation of grant audits with the support of the admin/finance team, in good coordination with project promoters;
  • Ensure the archiving of all contractual, accounting and financial documentation for grants, maintenance of the file of partners and third-party contacts.

OCCASIONAL SUPPORT FOR PROJECT MANAGEMENT

  • To provide occasional support to the Project Manager in the operational and strategic management of the Technical Assistance of the Alliance for Sustainable Development;
  • Contribute to the preparation of the project's steering and coordination bodies (internal meetings, monitoring committees, exchanges with the EU Delegation and institutional partners);
  • Participate in the consolidation of project monitoring tools (dashboards, progress points, summary notes, reporting elements);
  • Contribute to the identification and monitoring of operational, contractual and financial risks, and propose, where appropriate, mitigation measures;
  • Support the monitoring of cross-functional projects assigned by the Project Manager, in conjunction with project team members and support functions;
  • Represent the project on an ad hoc basis at technical meetings, as instructed by the Project Manager.

Professional Qualifications

Industry Qualification
Environmental Management, Environmental Engineering & Environmental Sciences At least 7 years of professional experience in the implementation of sustainable development projects/programs of a similar scale within international institutions or NGOs; Significant international professional experience of at least 3 years in a similar or higher level of responsibility Experience in preparing and monitoring grant applications; Experience in mobilizing technical and methodological expertise with institutional partners or project managers; Proven experience in at least one of the three EU priority areas (biodiversity, inclusive socio-economic development, renewable energy). Experience or knowledge of the geographical area, in particular one or more of the landscapes supported by the EU, will be considered an asset. KNOW-HOW & INTERPERSONAL SKILLS Proven skills in project management and a strong interest in financial and contractual management. Good knowledge of the issues related to forests, ecosystems and biodiversity, as well as natural resource management issues. Ability to support partners in the appropriation of programmatic and technical tools, in connection with the three priority areas (biodiversity, socio-economic development, renewable energies); Excellent interpersonal skills and a sense of diplomacy; Excellent organizational skills and the ability to work independently, adapt, and react quickly; Excellent command of office tools, particularly Word and Excel, and of financial management/budget planning tools; Fluency in French is required. Proficiency in English is an asset. Knowledge of one or more Congolese national languages ​​(Lingala, Swahili, etc.) is an advantage.
