In Burundi, UNICEF has a diverse portfolio of responsibilities, but all with the same objective: to support the government and other stakeholders in realizing the economic, social, cultural, political, and civil rights of children. The UNICEF country program in Burundi aims to improve the lives of children and women in the following key areas: Child and maternal health, nutrition, education, child protection, water, sanitation, and hygiene, social policy and advocacy, adolescent empowerment and community resilience, and humanitarian response.

It is within this framework that the consultancy will carry out an analysis of the gender landscape of the national context of the WASH sector in Burundi in order to develop an action plan aimed at transforming WASH services from a gender perspective.

Key Deliverables

The consultant will have to:

  • Conduct a documentary review of actions and achievements
  • Assess the level of consideration of gender in WASH policies, strategies and interventions
  • Develop an action plan for WASH sector policies, strategies and program documents that address gender equality concerns and for interventions addressing socio-cultural norms based on gender inequalities

Essential Qualities

Essential Qualities
  • A Master's degree (BAC+5) in gender, water, hygiene and sanitation, data analysis, law, public policy, economics, civil engineering, water, sanitation, environmental engineering, social sciences or any other appropriate fields;
  • At least 5 years of experience in the fields of gender equality and WASH.
  • Experience in conducting gender sector analyses. Prior experience in conducting gender and WASH analyses is preferred; proven experience in capacity building and developing policy and strategy documents; knowledge of gender issues in water supply and sanitation regulation, tariffs, governance and policy in the water, hygiene and sanitation sector and proven good knowledge of the gender context of Burundi; proven ability to develop high-quality gender-related policy documents, technical analyses and development products; proven writing and editorial skills, and in-depth knowledge of the water and sanitation sector in African countries
  • Speak and write French perfectly. Knowledge of local languages ​​would be an asset.

  • A technical proposal: this will cover how the consultant has understood the terms of reference and plans to conduct the consultation. It will briefly highlight the proposed approaches and methods as well as an indicative schedule of deliverables;
  • A financial offer: the remuneration proposal in USD must include daily fees, communication, field mission costs and other information if applicable;
  • Proof of similar work including at least two studies or two similar works.
