1. Position Objective

The Internal Control Officer is responsible for identifying all operational aspects related to non-compliance with policies and procedures in the execution and management of products and making recommendations for improvement. The Internal Control Officer will work under the authority and responsibility of the Internal Control Director to identify gaps in policies and procedures, in order to provide proposals for revision and updating.

Key Deliverables

A. Conduct audit visits across branches reviewing the loan granting process to ensure the level of compliance:Before disbursement/capitalization:

  • Participate in and ensure the evaluation of the following credit cycle stages:
  • The organizational meetings of the VB and SGL groups;
  • Financial analysis of businesses and visits to clients' households;
  • Credit Committee;
  • Loan disbursement / Capitalization.

Prepare for each ARS (Account Relations Supervisor) or Supervisor a sufficient sample to ensure the completeness and appropriateness of all loan documents as well as the evaluation of equivalent collateral;Conduct field visits to verify:

  • Formation of groups (VB and SGL);
  • Existence of customers and their homes;
  • The businesses for which the loans were disbursed;
  • The quality and maintenance of the pledged goods;
  • Financial analyses carried out by the ARO with a view to granting a loan;

Speak with customers to ensure they have correctly understood the loan granting process and the terms of the loan;

  • Evaluate the professional conduct of AROs during their fieldwork;
  • After disbursement/capitalization:

Check the following steps:Monitoring of the credit and customer portfolio by the ARO, ARS and the Branch Manager;

  • Reimbursement and collection of loans by cashiers;
  • Risk Portfolio Management (RAP);
  • The procedure for handling money;
  • Loans erased or to be erased;
  • The evaluation and monitoring of the amounts collected on forgiven loans;
  • Restructured loans (if applicable);

B. ReportConduct the exit meeting with the AROs, ARS and the Branch Manager on the results of their inspection visit;Prepare inspection visit reports and submit them to the Internal Control Director within three days of the end of the mission;Based on the results of the audit, propose recommendations for the improvement of policies and procedures;Immediately inform (by email or telephone call) the Director of Internal Control of any suspected activities of FINCA employees that may negatively affect operations or in the event of detection of serious violations intended to weaken the internal control environment.C. Retraining directed towards certain areas with the aim of improving the quality of staff with a view to minimizing irregularities relating to non-compliance with policies and procedures.Identify training needs for all AROs, ARSs, BMs as well as all other staff involved in the loan granting process and make recommendations to the Director of Internal Control;Test the knowledge of branch credit staff on policies and procedures through direct exchanges;Assist, support and guide branch staff in areas where weaknesses have been identified;D. Monitor the performance and risks of all credit staffMonitor the execution of Management recommendations;

  • Develop a risk matrix (Risk ranking) for all branches on which the frequency and duration of visits will be based;
  • Maintain all product monitoring and control tools;

E. Ensure compliance control with policies and procedures of other financial activities such as Savings and Channel Delivery;F. Participate in the review of policies and proceduresIdentify during interaction with clients and staff during inspection visits, areas that require improvement in policies and procedures and make recommendations to the Internal Control Director in the control reports.Participate, if necessary, in meetings of the Policies and Procedures Review Committee.

Have a university degree in finance, economics or equivalent.

  • Have at least 2 years of professional experience, preferably in financial services, microfinance or the banking sector;
  • Proven professional experience in the use of computers and appropriate software (Word, Excel, E-mail, etc.)
  • Excellent knowledge of the French language. A good knowledge of English would be a definite asset.
  • Have a good command of FINCA RD Congo policies and procedures;
  • Have good analytical skills;
  • Carry out any other task assigned to him by FINCA RD Congo in relation to his position;
