Job Description

Under the supervision of the Human Resources Manager, the Human Resources and Administration Coordinator plays a key role in the department, covering all operational aspects related to administration and human resources, and also supporting the HR Manager in coordinating administrative and HR activities.

Key Deliverables

Supervise the Admin/HR Assistant and the Clerk based in Kinshasa at our liaison office and develop their performance and development plan; * Responsible for liaison with state public services: Labour Inspectorate, CNSS, DGI, DGRAD, etc.

  • Ensure that administrative follow-up (leave, sick leave, etc.) is properly carried out by the Admin/HR Assistant at the national office level and even in the Areas, according to the procedures and systems in force.
  • Responsible for the paper and electronic archiving of national staff files in Office 365 (in the Filling Tree) and ensuring that archiving in field offices is done in accordance with current procedures,
  • Under the supervision of the HR Manager, coordinate the implementation of headquarters HR initiatives for the mission.
  • Participate, if necessary, in inter-NGO administrative meetings and other relevant meetings.
  • In collaboration with their line manager, liaise with NRC's Legal Counsel.
  • Responsible for compiling all HR contracts with third parties (National Staff Medical Coverage Agreement, Lease Agreement, etc.) with the support of team members,
  • Supporting the HR Manager in reviewing strategic HR documents (ROI, SOPs, Training Policy, Salary Survey, etc.),
  • Supporting the HR Manager in legal monitoring at the mission level (Laws, Decrees, etc.),
  • Ensure that the salaries of mission employees are calculated in accordance with internal and legal provisions and paid within the allotted timeframes.
  • In collaboration with the HR Manager, participate in the compilation and sharing of monthly and quarterly HR reports using NRC's key performance indicators.
  • Manage all stages of the national staff recruitment process within the NRC People system (verification of the position's existence in the structure and creation as needed, verification of information on the requisition, publication, long listing, offer, employee conversion, email creation request…),
  • Administer written tests with the support of the Administration Officer and/or the HR Admin Assistant, participate in the interview panel and consolidate all necessary documentation during the national staff recruitment processes (Interview guide, minutes, reference checks, etc.),
  • Ensure the monitoring, updating and weekly sharing of the recruitment tracker.

  • As part of this recruitment process, NRC is seeking to recruit a candidate with the following professional skills and abilities:
  • Hold a university degree requiring 5 years of study in Administration, Human Resources Management, Social Sciences and other related fields,
  • Minimum three years of professional experience as an Administration and HR Coordinator in a humanitarian context or in similar positions,
  • Previous professional experience in complex and unstable environments,
  • Proven results in fulfilling the responsibilities of the position.
  • Good knowledge of English,
  • Good knowledge of computer tools (Excel/Word), the Internet and other software.
  • Experience as a trainer,
  • Good understanding of current labor legislation,
