CONTEXT
Doctors of the World has been in the Democratic Republic of Congo (DRC) since 2002.
Today, Médecins du Monde implements development and humanitarian projects in South Kivu province to help ensure access to healthcare for the most vulnerable populations, particularly in situations of armed conflict. To achieve this, our teams work hand in hand with health authorities, civil society, and communities using a Nexus and localization approach.
In the current humanitarian crisis conditions in the DRC, Médecins du Monde teams are focusing particularly on access to quality health services for internally displaced people, women, children and survivors of gender-based violence, particularly sexual violence, in areas such as Bukavu, Uvira, Lemera, Les Hauts Plateaux de Fizi and Kalehe.
Médecins du Monde Belgium has also been working in Burundi since February 2025, supporting local associations. Depending on how the context evolves, if operations continue in the coming months, this DRC HR coordinator position could take on a regional dimension and also oversee the administrative and HR aspects of Médecins du Monde in Burundi.
THE ESSENTIAL
You manage all the elements that constitute a holistic approach to health in order to identify and respond to healthcare needs in the implementation of projects through efficient use of resources. You coordinate the team of field technical referents in the design and monitoring of programs.
You are under the supervision of the General Coordinator, and are responsible for the quality and efficiency of health interventions for Médecins du Monde Belgium DRC projects.

As a Technician and Manager ;
Coordinate all health service activities to ensure the quality, relevance and efficiency of activities in compliance with MdM Belgium internal procedures and protocols, evidence-based practice, ethics and professional conduct.
Examples of tasks:
Development and quality of programs:
- Support your team in needs assessment and multi-sectoral contextual analysis
- Support your team in defining the technical content (Sexual and Reproductive Health and Rights including GBV, Health and Rights in Migration, Crises and Conflicts, Mental Health and Psychosocial Support, Environmental Health - One Health and Risk Reduction) of project cycles in proposals, actively participate in the definition of Country Institutional Strategies (SIP), identify the resources necessary for their implementation (HR, training, activities, etc.), ensuring the essential principles of MdM Be (Non-substitution, etc.)
- Act as a point of contact with the head office health representative
- Provide technical support to Project Coordinators in the implementation of healthcare activities
- Actively contribute to the identification of new projects, partnerships, operating methods, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of results and/or the health system in the country
- Ensure the participation of rights holders at all stages of the project cycle in collaboration with other departments.
- Ensure the definition and implementation of systems that promote accountability to affected people
- Ensure that protocols and framework agreements with relevant national/local authorities, MOUs and partnership agreements with other implementing actors comply with national medical policies, including disease control, health monitoring and rational use of medicines
- Participate in the reporting and regular analysis of data from projects (Indicators, etc.) and share the main results with the technical representative at Headquarters and the main stakeholders
- Monitor the health situation and access to care in the country with people involved in the projects.
- Maintain fluid communication with headquarters on the progress of activities and monitoring of indicators using recommended tools.
- Ensure the identification of external technical support needs for MdM Be, relating to health
- Ensure the coordination and evaluation of services (consultations, training, etc.)
- Define the mission's health strategy and ensure MdM Be's positioning in the DRC
Monitoring/Evaluation: (In close cooperation with Co-MEAL and MEAL Headquarters)
- Define and develop indicators (including internal), medical data monitoring tools and supervise their implementation by all field teams
- Implement/support monitoring and evaluation mechanisms (internal/external) and ensure their capitalization as well as the follow-up of recommendations
- Take the necessary measures to guarantee the feedback and quality of the data collection process at project level, particularly in compliance with donor deadlines and requirements.
- Ensure the development of technical aspects of proposals (including needs assessment) and donor reporting with particular attention to data analysis.
Central pharmacy management:
- Support the pharmacy representative in preparing medication orders by identifying appropriate needs, in order to avoid any stock shortages and expiry dates.
- Check and validate, in collaboration with the technical representative at headquarters, the sources of supply (international purchasing/central pharmacies)
- Ensure, with the support of the technical representative at headquarters, that inventories of medical stocks are carried out, that the storage and distribution conditions of medicines comply with standards, and ensure the same monitoring on projects and/or in the supported structures.
- Ensure that waste management is carried out in as environmentally friendly a manner as possible and in accordance with existing protocols.
- Ensure the safety and rational use of pharmaceutical products
Representation: (networking capacity at national and regional level)
- Represent MdM Belgium on health-related aspects with the main national and local stakeholders (partners, local authorities, donors) in consultation with the general coordinator and/or the project coordinator
- Proactively participate in external meetings. This includes participation in various humanitarian and coordination forums (clusters, etc.)
Staff Health:
- Act as the focal point (headquarters/insurance/staff) for any questions related to the medical evacuation/repatriation of an international staff member
- Define a health coverage policy for all national mission staff, in close collaboration with the HR department and the Health Directorate, including SMSPS coverage, and monitor adequate access to care
- Ensure that emergency kits are available and that standard precautions are followed
As Team Leader;
Coordinate the work and tasks of the various members of the health team in order to guarantee an optimal working environment based on the resources and priorities of the mission
Examples of tasks:
- Ensure that administrative procedures (absences, leave, etc.) are respected by team members
- Identify human resource needs, oversee recruitment, create/revise job descriptions and facilitate the introduction of new team members
- Supervise team members; develop annual action plans, set individual objectives, carry out evaluations, organize backups in the event of leave or absence, in collaboration with the HR department, and take disciplinary measures.
- Ensure that the safety plan is understood by the team you are responsible for and that safety rules are followed
- Identify the training needs (coaching, continuing education, conferences, etc.) of team members
- Train relevant staff members on existing medical tools and procedures
- Develop and lead training in medical management and/or on specific subjects in order to increase the skills and knowledge of MdM team members; develop moments of Intervision and participatory reflection
- Ensure the classification, archiving of documentation, and security of data produced by your department
- Organize and supervise department meetings
As a Member of the Coordination Team
Represent the organization with external bodies; analyze, communicate and make the necessary improvements to enable the optimal running of operational processes on the mission, anchored in a rigorous technical framework.
Examples of tasks:
- Act as a point of contact with the technical referent(s) at headquarters
- Contribute to the organization of back-ups within the Coordination team (absences, leave)
- Write regular reports on its activities
- Analyze budget monitoring of health project activities, propose adjustments to the financial department in the event of deviations; contribute to the implementation of a strategy and monitoring to control the cost of medical activities
- Carry out briefings and debriefings by "job" for all new staff members and visitors
These responsibilities will be implemented in a specific and cross-functional manner based on the annual individual action plan, established in collaboration between the supervisor and the holder of the position in question.

- Gross salary: €3,622.40 gross per month for 5 years of experience; €3,807.17 gross per month for 10 years of experience; recognized relevant experience
- Per diem: €651/month
- Excellent insurance coverage: health, repatriation, pension
- Contribution to a pension scheme or payment of the equivalent of an additional €421.95 per month
- Start date: as soon as possible
