Job Description

Diakonie Katastrophenhilfe (DKH ) is a German international non-governmental organization (INGO) that provides humanitarian aid in 41 countries with 16 offices worldwide. DKH supports people affected by crises related to natural hazards, war, and displacement, and focuses on locally led responses by collaborating with a global network of partner organizations. Fostering localized humanitarian action and a long-term, equitable partnership approach is at the heart of our work. Continuously working to facilitate mutual learning and capacity building, DKH aims to identify innovative and tailored programmatic approaches and models of cooperation. The organization actively seeks to transfer power to local partners and communities, providing them with decision-making opportunities to directly address their own priorities. DKH is part of the Protestant Agency for Diakonie and Development (EWDE), based in Berlin, Germany.

The DKH country office in the Democratic Republic of Congo (DRC) has been operating since 2012. Currently, DKH DRC has nine partner organizations (POs) in four provinces of the country (Kasai-Central, Ituri, North Kivu, and South Kivu), where several interventions are underway, primarily focused on food security, livelihoods, disaster risk reduction, and protection, including gender-based violence (GBV) and psychosocial support. Since DKH does not plan to directly implement humanitarian projects, it ensures that partner organizations in the DRC have the administrative and technical capacity to implement their projects and programs in accordance with the highest possible quality standards. DKH ensures that the humanitarian response meets expectations in all relevant aspects, that DKH can fully rely on partner organizations, and that added value becomes visible through its own presence on the ground. The DRC country office is located in the city of Goma, North Kivu province.

The Finance, Human Resources, and Administration Unit provides technical and administrative support for the management of financial, administrative, and human resources services within the DKH Country Office in the DRC. In this capacity, the unit manages the implementation of policies and procedures to support program staff in conducting DKH operations, ensuring their alignment with the national program strategy, national legislation, and overall DKH policies, standards, and procedures. The Finance, HR, and Administration Unit is also involved in supporting the needs of international staff, as well as coordinating with beneficiaries and other external partners regarding administrative support, capacity building, and oversight.

The Finance, HR, and Administration Manager reports to the Country Representative and manages the provision and analytical review of financial services, personnel contract management, and administrative matters related to the implementation of the DKH mission in the DRC. To this end, this role is responsible for advising the Country Representative on priorities, opportunities, and risks related to the generation and management of financial resources, ensuring that systems, procedures, and controls are aligned with the country strategy and DKH's organizational policies.

Key Deliverables

PURPOSE

  • Supervise the delivery of financial services, including budgeting and audit support, at the country office; and provide technical support to partner organizations to ensure the smooth financial operation of the mission and compliance with DKH policies as well as donor and country requirements.
  • Oversee the provision of administrative support, including DKH legal documents, and facilitate visitor travel to ensure the smooth operation of DKH's mission in the DRC.
  • Supervise the provision of human resources management services, including recruitment, contracts, payroll management, to ensure that the execution of these processes complies with national legislation and DKH rules/procedures.
  • Identify and develop approaches and a partnership framework in the financial, HR and administrative fields, in order to ensure the alignment of overall organizational priorities with the capabilities and needs of partners.

COLLABORATION

  • Advise DKH RD Congo staff on the interpretation and implementation of DKH's financial, administrative and HR policies, code of conduct and guidelines to ensure adequate and quality service delivery, and to resolve any problems encountered.
  • Advise the country representative on optimal approaches to meet the needs in finance, administration and HR services, highlighting opportunities to optimize service delivery while ensuring compliance with established policies, as well as corrective solutions to identify and address policy gaps.
  • Advise organizational partners on the interpretation and implementation of DKH's financial, administrative and HR policies and guidelines to ensure compliance, and identify and mitigate risks to ensure successful implementation of the DKH program.
  • Provide guidance on DKH's financial, administrative and HR policies to internal staff and external partners to promote consistent application of organizational policies and improve overall program effectiveness.
  • Advise the country representative to optimize service delivery and ensure compliance, by identifying and correcting policy gaps and risks in program implementation in order to mitigate risks.
  • In collaboration with the national representative, prepare the budget for the DKH office in the DRC and review the project budgets of partners, supervise financial reporting, fund tracking and accounting processes to ensure fiscal responsibility and transparency, facilitating efficient resource allocation and financial integrity.
  • Liaise with the Digitalization Adviser at DKH headquarters to support the implementation of DKH's strategic objectives and operational specifications within the DRC office.

ADAPTABILITY

  • Develop timelines, work plans, processes, systems and indicators to ensure that financial and HR services are aligned with established quality standards and comply with DKH policies and national guidelines.
  • Establish cycles of monitoring, control, indicators and reporting to ensure the financial health of the organization and partners as well as the efficient use of resources, and to identify opportunities for improvement in financial management.
  • Develop tools and partnership approaches to assess the needs of organizational and institutional partners, as well as to strengthen their capacities.

Professional Qualifications

Industry Qualification
Finance, Accounting And Assurance Services University degree (Master's or equivalent), particularly in finance, administration or another field of study directly related to the position. Have at least 10 years of professional experience in financial management/accounting Extensive experience in humanitarian aid, as well as in the management and leadership of finance, administration and human resources in the humanitarian sector or equivalent in Africa Excellent computer skills: Excel, Word, Outlook, PowerPoint, and other applications that facilitate and innovate in the workplace. Proficiency in accounting software, preferably SAGE, and human resources management software, as well as common computer tools. Good understanding of landlord requirements; French and English required. Knowledge of local languages ​​is an asset.
