Grants Manager

Sub-Award Management Lead the design and implementation of the sub-award management system for grants issued to community groups and individuals. • Ensure sub-award administration complies with donor regulations, internal policies, and financial management procedures. * Manage the full grants lifecycle, including solicitation, evaluation, award, monitoring, modification, and close-out. • Maintain a comprehensive sub-award tracking and documentation system. 3.2. Solicitation and Award Process • Develop and manage Requests for Applications (RFAs) and grant solicitation materials. • Coordinate outreach to community groups to ensure transparent and inclusive participation. • Facilitate technical review committees to evaluate grant applications. • Conduct eligibility verification and due diligence checks on prospective grantees. • Document and maintain records of the grant selection process. 3.3. Pre-Award Risk Assessment • Conduct organizational capacity assessments for potential sub-recipients. • Assess financial management systems, procurement procedures, governance structures, and internal controls of community groups. • Classify grants according to risk level (low, medium, high) and develop mitigation plans. • Recommends appropriate special award conditions where necessary. 3.4. Sub-Award Agreement Administration • Prepare and manage grants agreements, amendments, and modifications. • Ensure sub-recipients understand compliance obligations including financial management, reporting, and procurement requirements. • Establish disbursement schedules tied to milestones and deliverables. 3.5. Financial Oversight and Compliance • Review and approve sub-recipient budgets to ensure cost allowability, allocability, and reasonableness. • Monitor sub-recipient expenditures against approved budgets. • Review financial reports and supporting documentation submitted by sub-recipients. • Ensure compliance with applicable cost principles and financial management standards. • Coordinate with the finance department on disbursements and reconciliations. 3.6.6. Monitoring and Performance Management • Conduct periodic programmatic and financial monitoring visits to grants recipients. • Track progress toward agreed performance indicators and deliverables. • Identify performance challenges and recommend corrective measures. • Document monitoring findings and maintain compliance 3.7. Capacity Strengthening of Community Groups • Identify capacity gaps in financial management, procurement, recordkeeping, and reporting among community groups. • Design and deliver capacity building initiatives for grants recipients. • Provide ongoing technical guidance to strengthen institutional capacity. 3.8. Compliance and Risk Management • Ensure adherence to ADRA policies, donor regulations, grant agreements, and internal control systems. • Maintain proper documentation to support audits and compliance reviews.• Monitor sub-recipients for compliance risks including misuse of funds, procurement violations, or reporting failures. • Implement corrective action plans where necessary. 3.9. Reporting and Documentation • Maintain complete sub-award files and documentation including agreements, monitoring reports, financial reports, and correspondence. • Prepare internal reports on sub-award performance and financial status. • Contribute to donor reporting requirements related to sub-award implementation
