Job Description
The Grants and Partnerships Coordinator provides essential support to the Chief of Party and the Consortium Management Unit (CMU) in grant management, partnership monitoring and compliance with donor rules, ensuring quality and timeliness of processes throughout the project cycle.

Partnership agreement management: Coordinate the preparation, launch, monitoring and closure of sub-grant agreements with consortium partners and CSOs benefiting from micro-projects, in accordance with NRC procedures and EU rules (PRAG).Monitoring of the FIL-East portfolio: Maintain an up-to-date dashboard of funded micro-projects (minimum 120 over the duration of the project), integrating the contractual, financial and reporting progress status by cohort and by province.Compliance with donor/EU rules: Ensure that activities and expenditures comply with EU contractual rules, particularly regarding the screening of beneficiary entities and the traceability of funds. Where relevant, anticipate and coordinate the preparation and monitoring of contractual amendments in accordance with donor rules.Strengthening organizational management capacities: Supporting partner NGOs and beneficiary CSOs in understanding and applying grant management requirements (PCM, reporting, procurement, justification of expenditures).Consortium coordination: Prepare, facilitate and report on UGC, Steering Committee (CoPil) and thematic working group meetings, ensuring the dissemination of decisions and the follow-up of actions.Risk Management: Contribute to and coordinate the due diligence processes of partner and recipient CSOs, in conjunction with the NRC Risk & Compliance team. Promote the principles of accountability, ethics, and fraud prevention in the management of sub-grants.Capitalisation: Contribute to the documentation and dissemination of good practices and lessons learned in the management of local subsidies, within the framework of the project's capitalisation mechanism.Develop and maintain an overview of grants, donor requirements, regulations and internal and external deadlines, including archiving grant documents.Coordinate the preparation of funding requests, reports and related documents, ensuring compliance with donor rules and quality control.Contribute to the review of proposals, budgets and reports due to the donor.Monitor donor priorities; track and share relevant calls for proposals.Document, analyze and share lessons learned from the proposal and reporting processes.To act as an internal expert on matters relating to the donor's requirements, including the organization of training on these regulations.Coordinate the development, review and distribution of internal reports.Contribute to Project Cycle Management (PCM) training and the use of the NRC PCM framework, as delegated by the Chief of Party.Support external audits of the funding agency.

| Finance, Accounting And Assurance Services | Candidates must hold a Master's degree (Bac+5) in finance, accounting, auditing, management control, economics, business administration, law, or a related field. Applications from candidates with a lower-level degree but at least six years of professional experience in similar roles may be considered. 3 to 6 years of relevant experience in grant and/or partnership management in the humanitarian or development sector Proven experience with institutional donors including the European Union (DEVCO/INTPA), FCDO/DFID, USAID, ECHO or other major institutional donors. Solid knowledge of landlord rules and regulations, including EU procedures (PRAG) Proven experience in managing partnerships with local NGOs/CSOs, including capacity building in grant management, donor compliance and project management. Demonstrated skills in writing proposals, narrative and financial reports Strong analytical (data and finance) and organizational skills Excellent oral and written communication skills in French; functional English required Proficiency in computer tools (Excel, Word, PowerPoint, grant management systems) Context-specific skills, knowledge and experience Knowledge of the humanitarian context in Eastern DRC (Ituri, North Kivu, South Kivu) Experience working in a consortium or multi-partner structure - a major asset Experience in localizing aid and strengthening the capacities of local CSOs/NGOs Fluency in Swahili or another local language is an asset Ability to work in volatile security environments with access restrictions |
