Key Responsibilities:

Purpose of the position:

The IWRM Coordinator will strategically oversee execution of the Water Resource Management (WRM) place-based initiative in Bukemba zone, Rutana commune, driving integrated water resource management to ensure sustainable restoration of the watershed, enhance water quality, and improve community livelihoods. This role requires effective collaboration with stakeholders, optimization of resources, and adherence to national standards and World Vision WRM guidelines. Key initiatives include facilitating sub-catchment community action planning, implementing essential soil and water conservation structures, and monitoring restoration efforts. The coordinator will also empower youth and women through job creation initiatives, such as nursery bed establishment, and promote water resource management savings groups. By fostering community engagement and regulatory oversight via Catchment Management Committees, this aims to create significant, lasting impact and resilience in the region.  Additionally, the IWRM coordinator will lead scale up interventions, for the place-based initiative beyond Bukemba, to other WVIB operation areas.

Key Deliverables

1. Project Planning, Implementation, and Technical Supervision

  • Oversee the implementation of IWRM activities for the place-based initiative (PBI), addressing both programmatic and technical aspects.
  • Strengthen the capacity of local partners at the zone, commune, and province levels for mapping wetlands and riverbanks to assess their current condition.
  • Liaise with the line ministries to lead the mapping of wetlands and fragile ecosystems within the target watersheds.
  • Assist the commune in developing watershed restoration plans utilizing native species for reforestation.
  • Implement sub-catchment action plans, including the construction of soil and water conservation structures such as check dams.
  • Coordinate PBI activities according to the project plan, ensuring alignment with established goals and objectives.
  • Report on PBI interventions in accordance with the approved Detailed Implementation Plan (DIP) and budget.
  • Monitor implementation progress and make necessary adjustments to ensure timely completion of deliverables.
  • Ensure that overall PBI targets and goals are met sustainably.
  • Ensure the inclusion of cross-cutting issues such as gender, protection, disability inclusion, and environmental sustainability in all stages of project planning and implementation
  • Spearhead scale up of WRM in WVIB WASH programming across the operation areas.

2. Stakeholder Engagement and Collaboration

  • Lead quality assessments and design of new APs in alignment with WVB strategy and Development Program Approach
  • Establish and maintain strong relationships with line ministries, commune and zonal administration, partner NGOs, community groups, and other stakeholders.
  • Coordinate with line ministries, AHAMR, commune and zonal administration to identify and prioritize intervention areas within the watershed and sub-catchment.
  • Serve as the primary liaison for the project with external partners, ensuring collaboration and alignment with project goals.
  • Support watershed and catchment committee meetings at both regional and project levels.
  • Organize community meetings and stakeholder consultations to incorporate input into PBI design and implementation for effective watershed restoration.
  • Facilitate collaboration among stakeholders to ensure efficient utilization of resources for PBI success.
  • Represent the organization at relevant forums, workshops, and conferences related to WASH and IWRM initiatives.
  • Actively participate in sub-national and Provincial coordination to ensure World Vision Burundi is adequately represented.
  • Ensure the inclusion of cross-cutting issues such as gender, protection, disability inclusion, and environmental sustainability in all stages of project planning and implementation

3. Research, Documentation and Evidence building 

  • Develop World View Technical approach
  • Deploy advanced digital mapping techniques, such as digital soil mapping, volumetric water benefit accounting (VWBA), remote sensing, and other geospatial methods, to assess and compare wetland coverage and degradation over time with support of research institutions eg Universities
  • Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms for scaling.
  • Prepare high-quality reports for internal and external stakeholders, including donors, adhering to agreed reporting cycles and standards.
  • Responsible for capturing child well-being indicators relating to IWRM
  • Ensure identification of research areas, conduct research and document key learning
  • Conduct information needs assessments in relation to access and utilization of basic water, sanitation and hygiene services, water quality, gender and social inclusion in WASH

4. Capacity Building and Knowledge Sharing

  • Identify training needs for staff, stakeholders, and local communities and ensure relevant capacity-building initiatives are implemented in collaboration with the WASH Manager.
  • Support the promotion and adoption of water and soil conservation practices and nature-based agricultural enterprises
  • Promote knowledge sharing among team members, stakeholders, and community leaders through workshops and training sessions.
  • Document best practices and lessons learned throughout the project and ensure they are shared widely.

5. Resource Acquisition and Budget Management

  • Identify and initiate viable IWRM related funding proposals for resource acquisition to support WASH program interventions.
  • Participate in resource mobilization for WASH program through concept papers/proposal writing for fundraising
  • Oversee project budget management, ensuring efficient allocation and use of resources, including staffing, materials, and admin costs.
  • Work closely with the finance team to track expenditures and ensure all financial aspects of the project are managed within the allocated budget.
  • Monitor project expenditures and ensure compliance with support office and World Vision financial policies and procedures.
  • Prepare timely financial reports and updates for internal and external stakeholders as required

Essential Qualities

Essential Qualities
  • Bachelor’s degree in water resource management, Environment Sciences, Water Engineering, Environmental Engineering, Natural Resources Management, Hydrology, and Agricultural Sciences and or a related field.
  • At least three (3) years of experience in managing or implementing Integrated Water Resource Management or watershed restoration projects

Technical Skills & Abilities:

  • Strong knowledge of WASH and IWRM programming. 
  • Experience coordinating training sessions, community activities, and logistics at the field level. 
  • Strong project management skills with effective planning, organization, and prioritization abilities to meet deadlines. 
  • Excellent communication and interpersonal skills, with the ability to build relationships and collaborate with diverse stakeholders. 
  • Experience working in rural communities, with an understanding of local context, culture, and dynamics in Burundi
  • Knowledge of Burundi's environmental policies, including land and water laws.
  • Familiarity with international donors, working with INGOs and their compliance requirements.
  • Proven experience in managing multi-stakeholder projects, including community engagement and collaboration with local authorities.
  • Experience in budgeting, financial management, and donor reporting.
  • Strong understanding of sustainable land and water management practices, including climate change adaptation strategies.
  • Proven track record in organizing and facilitating training, mentorship, and capacity building for community leaders. 
  • Proficiency in Microsoft Office Suite and project management tools/software. 
  • Fluency in French and Kirundi.
  • Fluency in English is added advantage 

Working Environment / Condition:

  • Very frequent travels to field project sites with about 40% office based work and occasional international travel
  • Close interaction with project beneficiaries, partners, and government officials.
