Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
Overview:
NP is in the early phase of operations and programming in DRC to strengthen the safety and security of conflict-affected communities in South Kivu and North Kivu. Working through Unarmed Civilian Protection (UCP), NP centres local communities in preventing violence and promoting positive peace. The NP programming focuses on building capacities within local communities to engage in nonviolent self-protection methods such as protective accompaniment/presence, community-led safety and security initiatives such as conflict de-escalation techniques and early warning/response mechanisms.
Job Summary:
The Finance & Operations Manager provides strategic leadership and oversight of finance, compliance, and Operations for NP DRC. As a core member of the Senior Management Team(SMT), the role partners closely with the Head of Mission (HoM) to establish robust financial controls, accountable systems, and efficient operational infrastructure.
The post holder ensures strong stewardship of donor and organizational resources, leads budgeting and financial planning processes, oversees logistics and asset management, and builds the capacity of national staff. This role plays a critical function in risk management, internal control, and safeguarding of assets while enabling programme teams to deliver high-quality Unarmed Civilian Protection activities.

Financial Management, Leadership & Compliance
- Ensure effective systems, integrity of accounts as well as adequate internal controls for NP DRC accounting and financial management
- Supervise and coach the Finance Team in processing timely and accurate financial transactions
- Lead monthly and annual financial closure, ensuring timely and accurate reporting to SMT, HQ, and donors.
- Oversee compliance with NP’s internal guidelines and processes, donor, and statutory requirements, including fraud prevention processes.
- Coordinate and prepare for external and internal audits.
- Ensure delegated authority over all financial systems and compliance processes in line with NP global policies.
- Contribute with operational and financial risk analysis to security planning and critical incident management in coordination with HoM and relevant security leadership.
Budgeting & Financial Planning
- Lead annual budget preparation in coordination with the Head of Mission and the Senior program manager.
- Support program teams in developing and monitoring donor budgets, ensuring alignment with project activities.
- Maintain a rolling multi-month cash forecast to support effective resource planning.
- Prepare timely and accurate monthly Budget vs. Actual reports including financial analysis as part of monthly reporting and as a tool to inform in-country decision making.
- Provide variance analysis and financial advice to SMT for decision-making.
Operations – Logistics, Procurement, Assets, Premises
- Establish and oversee compliant procurement, logistics, fleet, asseets, premisses, and inventory management systems across all sites.
- Lead the operational set-up of new field offices, ensuring infrastructure, insurance, registration, licensing, and compliance requirements are met.
- Ensure systems are compliant with NP policies and processes and donor agreements, audit ready, and consistently applied across all sites.
- Supervise and coach the Senior Logistics Officer and Logistics officer to strengthen local capacity in procurement, fleet, and asset control.
- Ensure robust fleet management systems including maintainance tracking, fuel usage monitoring, and vehicle scheduling in line with NP Field Operations Manual.
- Oversee the management of safe and functional office and guesthouse premises.
- Lead the setup and maintenance of IT and office infrastructure in coordination with global support teams.
- Ensure assets tracking is implemented with accurate record-keeping of NP and donor assets, including exceptional items that require registration and movement tracking.
Operations – Administration
- Ensure adequate tracking of contracts for office, guest houses, vehicles etc, to ensure timely renewal and/or adjustments as necessary.
- Assess IT and software needs and recommend solutions in coordination with Global IT; support resolution of field-level IT issues.
Team Development & Care (Finance and Operations staffs only)
- In direct collaboration with the HoM and other line managers, monitor staff welfare and co-lead on implementing solutions and improvementsfor his/her team.
- Plan and lead training for all new Finance and Operations staff in the priority subjects and regular refresher training for all staff to ensure continuity in learning and skills capacity.
- Provide in-depth inductions for new staff upon arrival and additional briefings for all staff upon major shifts in the operational and security context.
