Under the direct supervision of the Kinshasa Base Manager and the technical supervision of the Financial and Accounting Operations Manager, the Finance Officer is responsible for managing the financial and accounting operations of the Kinshasa office, including documentation, data accuracy, and timely processing. The Finance Officer ensures that the accounting treatment of financial operations for the Kinshasa office complies with the accounting rules of Mercy Corps and its donors

In General Accounting: Ensure the security of funds in the Mercy Corps office in Kinshasa; Process payments via bank transfer, mobile money, and cash, as needed; Record accounting transactions in the Navigator software; Support program teams during workshops and training sessions, as needed; Participate in the weekly and monthly cash count reports in collaboration with the base manager; Communicate with Mercy Corps' partner banks regarding all payment-related matters; Post corrective and/or regularization entries to accounts following bank reconciliation; Participate in monthly and annual accounting closing procedures: Net pay import, import of 1190, and post any necessary reclassification entries; Maintain daily monitoring of open advances and follow up with the various holders of advances exceeding 30 days to ensure timely justification. Any other assigned responsibilities as needed. In ProSource: Approve PRFs on ProSource; enter ProSource invoices and prevent errors and delays in data entry; approve (reconcile) ProSource invoices according to the thresholds defined by the Authority and Approval Matrix (AAM). In Compliance and Audits: Conduct financial reviews of documents according to the Authority and Approval Matrix, based on program needs and emergencies at the Kinshasa office; verify expense reports (travel and operational expense reports); ensure that expense reports have been approved according to Mercy Corps systems and procedures; ensure that the documentation is complete and compliant; and verify the accuracy and completeness of calculations. Provide training/induction to new staff (and current staff if necessary) on compliance with financial management procedures and the required accounting documentation. Working collaboratively with all financial managers to ensure that all reclassification, regularization, or transaction adjustment entries are properly recorded in the accounting system,where possible in the current month's accounting; PROTECTION RESPONSIBILITIES Actively learns about protection and integrates it into their work, including risk protection and mitigation measures related to their area of work. Practices Mercy Corps values, including respect for the dignity and well-being of participants and other team members. Encourages openness and communication within their team; encourages team members to submit reports if they have concerns using reporting mechanisms, e.g., the Integrity Hotline and other options. SUPERVISORY RESPONSIBILITY Reports directly to: Base Manager Works directly with: Program and Operations Teams. Direct Supervisory Responsibility: Supervises the tasks and mentors the team of assistants at the Mercy Corps office in Kinshasa. ACCOUNTABILITY TO PARTICIPANTS AND STAKEHOLDERS: Mercy Corps team members must support all accountability efforts, particularly towards participants in our programs, community partners, other stakeholders, and the international standards guiding international relief and development work.
