Key Deliverables

General ResponsibilitiesWork in accordance with NRC policies, frameworks, guidelines and procedures.Prepare regular financial analyses and reports.To ensure the harmonization of financial practices among the members of the consortium.Maintain overall budget control and monitor cash flow.Promote the strategic use of data for decision-making at the country level.Promote the rights of IDPs/returnees in accordance with the advocacy strategySpecific ResponsibilitiesCoordinate the financial aspects of the project and partners in accordance with donor requirements.Ensure all financial and accounting aspects of project operations, a solid internal control system, accurate and timely financial reports for submission to the donor.Ensure that the Consortium's financial management systems and records are effective and robust in order to identify and protect the Consortium's assets and interests.Consolidate financial reports, funding requests, and budget amendments in a timely manner throughout the duration of the project.Review and monitor the Consortium's project budget to support financial stability, efficiency and resource optimization.To be the focal point for the preparation and review of the Consortium project budget, and to lead these meetings of the consortium's finance technical group in order to promote compliance and address any financial issues.Ensure that all purchases, payments and other transactions comply with the donor's financial guidelines, rules and regulations regarding procurement, accounting and reporting.To supervise and train the Consortium project staff, and the staff of the partners in financial procedures.Establish or implement financial monitoring mechanisms for mini-projects executed by civil society organizations receiving sub-grants.Develop and share simplified guides and guidelines to facilitate a clear understanding of the minimum requirements expected in the financial management of CSOs receiving sub-grants.To document, methodically and systematically, the technical assessments, support and financial controls carried out by each member of the consortium on behalf of the CSOsReview the financial reports of the consortium member organizations and ensure that expenditures comply with donor requirements.Conduct periodic field visits to support consortium members and make recommendations for improvement, where appropriate.Coordinate the process of releasing funding tranches to local CSOs in conjunction with the Grants and Partnerships Coordinator: verify the financial compliance of interim reports, validate accounting documents, monitor the budget absorption rate and formulate reasoned financial opinions before any new disbursement.Ensure the monthly financial consolidation of the consortium: collect, control and reconcile the financial reports of the three partner NGOs (Justice Plus, Pole Institute, CEDIER), identify budget discrepancies, risks of under- or over-execution, and produce a consolidated financial summary for the Chief of Party for programmatic decision-making.In coordination with the Chief of Party and Finance Manager of NRC, the finance focal points of partner NGOs, the preparation of budget revisions for the FIL-East project: analysis of necessary reallocations between budget lines, verification of their compliance with EU/INTPA rules, documentation of justifications and formal submission to the contracting administration within contractual deadlines.Ensure the compliance of all the consortium's financial operations with European Union rules and regulations (INTPA/PRAG), including expenditure eligibility, supporting documentation, procurement thresholds, and reporting deadlines at each stage of the FIL-Est project management cycle.Ensure the strict separation of financial functions within the consortium, guarantee full traceability of financial flows between the lead NRC, the three partner NGOs (Justice Plus, Pole Institute, CEDIER) and the local CSOs receiving sub-grants, and alert the Chief of Party and the Finance Manager of NRC without delay in the event of any irregularity or identified financial risk.Perform any other tasks assigned by management within the consortium.

Professional Qualifications

Finance, Accounting And Assurance Services At least 3 years of professional experience in implementing budget management activities within a Consortium Proven results in relation to the responsibilities of the position. At least 2 years of experience in team management (recruitment, training, support, supervision). Previous professional experience in complex and volatile environments Solid knowledge of computer software and modern accounting systems Fluency in French, both written and spoken Context-specific skills, knowledge and experience Knowledge of local languages ​​and English is an asset Experience working with local CSOs or in localized funding mechanisms is a major asset. Good understanding of the humanitarian-development nexus approach and aid localization mechanisms Ability to work in a multicultural and remote team within a multi-stakeholder consortium environment Ability to manage multiple priorities simultaneously and meet tight deadlines Experience working in complex and unstable contexts, interventions and stabilization programs in the country.
