Job Description
The collaborative approach to developing the training module with the MFBEN's Budget Directorate is essential to the mission's success. Indeed, the Budget Directorate possesses both a thorough understanding of budgetary processes in Burundi, a deep grasp of the target audiences' needs, and practical experience with the challenges encountered in implementing program-based budgeting reform. This collaborative development also aims to further transfer training design expertise to the MFBEN.
The initial analysis and preparation phase can be conducted remotely, while the co-construction phase can be carried out on-site with the Budget Directorate and future trainers, in close collaboration with the KIWa project's technical training expert. A team of subject matter experts in budget management will be made available to the consultant.

- Analyze the regulatory and legal documentation in Burundi on program-based budgeting
- Participate in a scoping meeting with the KIWa project, the Budget department and the business experts in budget management made available to it;
- Based on the training content and existing elements, propose a training path at three levels: initiation, intermediate and advanced/specialized;
- Develop the Level 1 module (estimated at a total training duration of 15 hours): propose a learning scenario, agenda, content, exercises, case studies, resources and bibliography
- Develop a multiple-choice test in the format of 100 questions which will be the basis for evaluating learners' achievements at the end of training;
- Facilitate co-construction sessions with the Budget department, designated business experts and the KIWa training engineering expert to improve the module and in particular the practical part;
- Train future trainers on the module content;
- Finalize the module including the learner kit and the trainer kit;
- Write the final mission report.
