Job Description
COOPI is seeking a Program Coordinator in the DRC
Present in the DRC since 1977, COOPI has significantly increased its interventions in the country in response to the conflicts of the last 20 years. Starting in Kivu, where its first intervention took place, COOPI's activities have expanded to most crisis zones, implementing emergency programs for displaced populations and victims of war, with a particular focus on nutrition, food security, and child protection . In provinces emerging from crisis, COOPI is committed to implementing multi-year projects to ensure a transition from emergency relief to development and guarantee harmonious and sustainable growth. COOPI facilitates a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces.
Each year, COOPI implements a dozen projects with funding from the World Bank, the European Union, AICS, the ICC and UN agencies.
Job objective
The program coordinator is responsible for defining and ensuring the quality of programs and the monitoring and evaluation system in the country , in accordance with the organization's policies and standards. They support the head of mission in their relations with donors and partners.

INSTITUTIONAL RELATIONS
- In coordination with the head of mission, meet regularly with donors and partners to consolidate COOPI's position in the country and manage their project visits in agreement with the project managers;
- To generate interest from new donors and potential partners , in close collaboration with the project manager;
- Ensure participation in sectoral clusters directly or through figures.
DEVELOPMENT
- Examine the priorities and strategies of key institutional donors and propose projects based on COOPI's expertise and geographic presence;
- Coordinate the definition and implementation of the national program strategy , with the support of the head of mission and sector experts;
- Provide guidance on the organization's position in the various sectors in accordance with headquarters guidelines and in coordination with the head of mission;
- Capitalize on sectoral experience acquired in its geographical area of competence and develop standards of approaches and practices implemented in projects, within the framework of headquarters guidelines.
MANAGEMENT
Project management
- Develop and draft new project proposals (ECHO, EU, AICS, UN) in cooperation with the country's logistics and administrative function;
- Ensure the final review of all project reports (interim, quarterly and final).
- Ensure that reports are submitted within internal and external deadlines;
- Carry out field monitoring missions in the intervention areas;
- Support the review and approval of MEAL plans for all projects;
- Use MEAL data to innovate and engage new donors and partners.
Human Resources Management
- Identify human resource needs within the framework of existing and/or new programs;
- Participate in the staff selection process at the request of the head of mission and headquarters for expatriate and national staff;
- Train project managers and other program staff on monitoring and quality of activities, in coordination with the head of mission/region/headquarters;
- Evaluate staff for their level of competence, in accordance with COOPI procedures.
Communication and fund management
- Supporting the production and distribution of communication and visibility tools for COOPI;
- Gather the necessary data and information in collaboration with field teams to deliver communication products.
