Job Description
IMPACT is seeking a Deputy Program Manager to join its team in Kolwezi, Lualaba Province. In this role, you will lead a project aimed at improving security around mining areas in the future Lobito Corridor in southern Democratic Republic of Congo (DRC). The project seeks to foster an environment conducive to the peaceful coexistence of artisanal and small-scale mining (ASM) and industrial mining, and to contribute to the sustainable and inclusive stability of the Lobito Corridor. The project targets the Lualaba and Haut-Katanga provinces of the DRC, which are characterized by a high concentration of industrial mining companies and ASM.
Under the direct supervision of the Program Manager, you will be responsible for the strategic and operational planning, implementation, coordination, and monitoring of the project. You will ensure the achievement of expected results within deadlines, budget, quality standards, and IMPACT and donor procedures, while maintaining conflict-sensitive management adapted to the local context. You will work closely with other IMPACT staff and technical experts from the DRC, Canada, the Great Lakes region, and elsewhere.

Project management and coordination:
• Develop and implement the annual work plan and detailed operational plans.
• Ensure overall coordination of activities in the targeted areas, develop their terms of reference, and ensure implementation in the targeted provinces according to the developed work plan.
• Visit the various sites and communities involved in the project regularly to ensure proper monitoring of activities.
• Ensure the implementation of the project's technical aspects and, if necessary, seek assistance and recommendations from the various technical advisors.
• Use IMPACT tools to measure the project's impact through a monitoring and evaluation system and analyze the data to guide strategic decisions.
• Document best practices and lessons learned.
• Lead the drafting of narrative reports for the donor.
Finance:
• Ensure sound financial management of the project and ensure that the organization's and donor's financial procedures are respected.
• Prepare the annual budget and analyze the project's expenditure report monthly.
• Coordinate the financial reporting consolidation process, with support from the Finance Manager based in Kolwezi and the IMPACT Financial Controller.
• Ensure that expenditures comply with the approved budget and donor requirements.
• Ensure that required financial documents (monthly report, cash journal, supporting documents, etc.) are submitted on time.
Partnerships and Representation:
• Represent IMPACT and the project to local authorities, technical and financial partners, various civil society partners, government services, mining sector stakeholders, and international organizations;
• Depending on the nature of the partnership, act as a focal point and resource person for partners;
• Participate in sector coordination platforms and represent the organization at meetings with coordination agencies and government authorities (local, provincial) in the DRC;
• As needed, provide public representation at conferences or meetings to present the project and its achievements.
Administration, Human Resources, and Logistics:
• Actively participate in the recruitment of future employees, as needed;
• Develop and manage third-party contracts within the framework of the project;
• Conduct performance evaluations of employees under their supervision, as needed;
• Ensure that the timesheets of employees under their supervision are completed and sent to headquarters on a monthly basis.
• Provide leadership and oversight of the logistical planning for field activities (workshops, community consultations, multi-stakeholder dialogues, missions, training sessions).
• Coordinate transportation, accommodation, security, supplies, and equipment needs for the execution of activities.
• Work closely with the logistics and administrative team to ensure the availability of material and human resources.
• Ensure compliance with internal procedures and regulations regarding procurement and resource management.
Qualifications and experience required

Education:
• Bachelor's degree in social sciences, project management, international development, natural resource governance, or a related field.
Professional Experience
: • Minimum 7 to 10 years of relevant professional experience.
• Proven experience in managing complex projects funded by international donors.
• Demonstrated experience in the mining sector (EMAPE and/or industrial mines), natural resource governance, or community development in a mining context.
• Demonstrated experience in preventing and managing community conflicts.
• Experience working in the DRC, ideally in the Lualaba and/or Haut-Katanga provinces.
• Experience in coordinating and mobilizing multiple stakeholders (public authorities, private companies, cooperatives, civil society).
