Job Description

Analyze, implement, monitor and promote cooperation policy in the areas of civil society and media, human rights, justice and gender equality, health, youth and entrepreneurship in Burundi. Ensure coordination on these themes with European partners and United Nations agencies as well as with key French operators (French Development Agency -AFD- and Expertise France -EF- in particular).

Key Deliverables

In conjunction with the COCAC and the Deputy COCAC, you will: - ensure, in conjunction with the most directly involved partners, monitoring and analysis of the country's situation in the social, health, media, human rights (in collaboration with the Chancellery), gender equality, justice, development policies and humanitarian situation in the country; - identify priority areas and develop cooperation and support projects for local actors, in conjunction with the actions of the AFD and Expertise France, in the field of civil society (civil society correspondent for the post) and media, human rights, justice and gender equality (gender equality officer for the post), youth and entrepreneurship; - Monitor health-related matters, in conjunction with the regional global health advisor, and in particular French contributions to the Global Fund (participation in the Global Fund's national coordination body), support from the Initiative, and hospital cooperation projects, in coordination with AFD's bilateral projects; - Serve as the humanitarian liaison for the post: monitor and analyze the humanitarian situation in the country; participate in humanitarian coordination bodies and lead a network of stakeholders; identify, participate in the review process, and monitor projects funded by French humanitarian aid. - Identify and analyze the main support mechanisms implemented by the Department/AFD/EF to assess their relevance and availability in light of the country's situation; - Participate, as needed, in meetings and working groups covering social and health issues, human rights, gender equality, justice, media, and development policies; - Monitor the implementation of programs (P209, Team Europe Fund – FEF –, etc.) within the allocated budget; - Monitor actions and projects implemented under the "Team Europe Initiative," a mechanism specifically adapted to the country's situation, established by the European Union and Member States represented in Burundi using public funds, particularly in the area of ​​cooperation; - Ensure the monitoring of French NGOs and French volunteers present in Burundi (VSI, VSC, VNU).
