As part of the development of the infrastructure and equipment investment plan, the analysis of the equipment gap makes it possible to understand and explain the investments necessary for the availability and operational capacity of health services in general and for primary health care in particular.

Background  

Burundi faces significant health challenges, including a universal health coverage (UHC) index of 50%, a maternal mortality rate of 299 per 100,000 live births, and frequent epidemics (e.g., cholera, malaria, and measles in 2024). With a health worker density of 12.39 per 10,000 population (well below the SDG target of 44.5), limited infrastructure (1,171 health centers, many of which do not meet WHO standards), and weak referral systems, the country struggles to provide equitable and quality health services.

According to the 2023 HHFA survey, only 1% of health facilities have the 12 essential equipment assessed. The average proportion (mean score) of availability of essential equipment is 61% for private for-profit facilities, 64% for public facilities, 66% for non-profit facilities run by NGOs and 70% for faith-based facilities. A stratification by environment shows that 68% of health facilities in urban areas have essential equipment, compared to 63% in rural areas.

A comprehensive assessment and cross-analysis on biomedical equipment focused on primary health care is needed to ensure quality of services, emergency response and alignment with national health priorities. The Health Policy and Sector Strategy (2023-2027) prioritizes primary health care as the foundation for achieving universal health coverage, with support from the WHO and EIB Health Impact Investment Platform (HIIP) project. This project aims to strengthen primary health care delivery, improve emergency preparedness, integrate digital health and develop a costed infrastructure roadmap to build a resilient health system.

Travel

The consultant may be required to travel within the country during the duration of the contract.

Remuneration and budget

• Remuneration: The contract agent will be recruited at Band level B (High) of the international consultants circular; i.e. a daily rate of USD 499 (working days) 

• Travel and subsistence expenses in Burundi will be borne by the organization

Key Deliverables

  • Review report on the status of primary health care medical equipment;
  • Field assessment report on equipment gaps;
  • Develop technical specifications for equipment for primary health care units (e.g., diagnostic tools, emergency kits);
  • Contribute to the costing of equipment in the primary health care infrastructure roadmap;
  • Propose a price benchmark for equipment to be acquired;
  • Participate in validation workshops to finalize equipment priorities;
  • Prioritize equipment investments taking into account effectiveness, efficiency, economy, ethics and equity;
  • Carry out a cost estimate of equipment required for equitable and sustainable UHC in Burundi;
  • Validation workshop reports.

Essential Qualities

Essential: Hold a Master's degree in biomedical equipment

Desirable: hold at least 2 certificates of successful completion in the context of managing sound structure and health service equipment projects


Experience

Essential:


ü Demonstrate at least 10 years of relevant work experience in health facility equipment

; ü Demonstrate excellent knowledge in planning equipment by level of the health pyramid;

ü Demonstrate excellent knowledge and relevant experience in developing tender documents for the supply and installation of biomedical equipment;

ü Demonstrate excellent knowledge and relevant experience in defining health care and services packages and adapting equipment,


Essential: Strong skills in design, management, information analysis, computer applications and databases, and online tools.
