Job Description
Since 1997, Action Against Hunger (ACF) has been engaged in the fight against malnutrition in the DRC.
Drawing on its expertise in rapid response and emergency management of nutritional crises in the areas most in need in the DRC, ACF has successfully deployed large-scale projects addressing the nutritional crisis in Congo thanks to the support of several local and international partners such as the Swedish International Development Agency (SIDA), Global Affairs Canada (GAC), the Crisis and Support Centre (CDCS), the Ministry of Public Health of the Democratic Republic of Congo, the European Civil Protection and Humanitarian Aid Operations (ECHO) among others.
Thanks to its partners, ACF operates in several cities and localities such as Mbuji-Mayi, Mweso, Bambo, Drodro, Mongbwalu, Lita, Jiba, Kwamouth, Masiambio but also has operational offices in Goma, Bunia and Kinshasa.
As part of its activities, ACF is looking for one (1) Compliance Officer for its Kinshasa coordination office.

Purpose of the position
The Compliance Officer will support the preparation and management of fraud-related investigations on the mission in the DRC and will assist internal audit missions as needed.
He/She will also contribute to monitoring the reporting of anomalies observed and to managing cases of fraud, in conjunction with the audit, risk and compliance coordinator.

Mission 1: Support the ARC coordinator in managing fraud/abuse at the mission level
- Supporting the handling of identified or reported cases of fraud/abuse, including drafting terms of reference, analysis, review of findings and also drafting of reports;
- Conduct internal investigations in the event of alerts or suspicions of fraud, in collaboration with the relevant departments;
- Prepare and support field missions to obtain relevant evidence and information;
- Keep supporting documents (electronic copy and paper copy) in the working file in accordance with the requirements of the terms of reference and current practices.
Mission 2. Ensure the dissemination, understanding and proper application of the rules
- Support training sessions for staff on fraud prevention and how to report incidents;
- To be able to present/support and advise team staff on anti-fraud practices and best practices;
- Regular awareness-raising of all mission staff on best practices in internal control;
- Raising awareness among internal and external stakeholders of humanitarian principles, the ACF charter and ACF's policy against fraud and corruption;
- Participate in the dissemination and awareness-raising of all actors in the Country office, regarding compliance with the rules, procedures, and laws in force;
- Participate in facilitating training sessions on internal control and internal audit topics to be distributed to teams;
- In consultation with his manager and the base managers, establish his mission schedule to support the bases in order to disseminate good practices with a view to mitigating donor compliance risks;
- Support the department in verifying the follow-up of recommendations made by the various control bodies (internal audit, audits carried out by the pool, etc.), and communicate on significant improvements and shortcomings/risks to mitigate.
Mission 3. Complaint management and follow-up.
- Provide weekly updates on the status of complaints;
- Propose actions for each complaint;
- Ensure follow-up and updating of investigations to guarantee a quick and effective resolution.
Mission 4: Conduct internal audits
- Prepare and carry out periodic checks according to the risk-based approach: risks already identified during the various audits, other checks, emerging risks taking into account the current security context;
- Conduct regular site visits;
- Prepare, send and explain the monthly control report to the RDDs and zone coordinators and populate the recommendations database if necessary;
- Perform the previously defined checks.
