Mission context
Burundi is a developing country facing socio-economic and security challenges that vary across regions, particularly in the border areas with the Democratic Republic of Congo (DRC) and Tanzania. Managing migration dynamics, particularly the recent and massive influx of Congolese refugees, requires continuous adaptation of humanitarian and development interventions.
In this context, Médecins du Monde is carrying out multisectoral interventions aimed at strengthening access to essential health, protection and psychosocial support services, while ensuring a rapid response to the needs of displaced populations and host communities.
The Program Coordinator is responsible for the planning, supervision, and overall coordination of activities, ensuring strategic coherence between the different project components and the adaptation of interventions to the evolving context. He/she also oversees the management of human and financial resources, ensures the technical quality of actions, and develops strong partnerships with local and international stakeholders. His/her mission also includes representing MdM BE in coordination bodies, as well as promoting a participatory approach with beneficiaries to strengthen the relevance and sustainability of programs.
General objective of the position
Under the supervision of the Burundi Desk, the Program Coordinator is responsible for the strategic planning, coordination, and supervision of the implementation of MdM BE projects in Burundi. He/she ensures the overall management of programmatic activities, team management, partnership and institutional coordination, as well as budgetary and operational monitoring of the project.

1. Strategic coordination and project cycle management
- Oversee the implementation of RRM and multi-sector projects in compliance with contractual commitments and quality standards.
- Manage the entire project cycle: planning, budget monitoring, spending plan, management of donor contracts.
- Conduct regular contextual analyses and propose strategic adaptations based on changes in the regional context (Burundi – DRC – Tanzania).
2. Monitoring and quality of interventions
- Guarantee the technical quality of interventions in coordination with health, MHPSS, MEAL and protection referents.
- Establish regular results-based monitoring, including data collection and analysis, indicator monitoring and community accountability mechanisms (CRM).
- Organize and lead program monitoring meetings with teams and partners.
3. Partnership management and external coordination
- Ensure operational coordination with national partners (national NGOs, health authorities, health districts).
- Represent MdM BE within humanitarian coordination platforms (clusters, UNHCR, sectoral groups, etc.).
- Contribute to strategic dialogue with donors and institutional partners.
4. Team management and capacity building
- Directly supervise field operational team leaders.
- Supervise, support and strengthen the capacities of national teams and partners.
- Participate in the recruitment, evaluation and professional development of employees under his/her responsibility.
- Ensure the well-being and cohesion of teams while respecting the ethical principles of MdM BE.
5. Security management
- Monitor developments in the security context in conjunction with headquarters and field security officers.
- Ensure the implementation of security protocols on operational bases.
- Ensure a proactive presence with local authorities and actors in order to preserve humanitarian access.
6. Reporting et capitalisation
- Produce donor and internal narrative reports within the given deadlines.
- Capitalize on lessons learned and best practices to strengthen institutional learning.
7. Budget monitoring and financial management
The Program Coordinator ensures rigorous and proactive monitoring of the budget allocated to projects, in close collaboration with the finance and administration teams. They are responsible for annual budget planning, monitoring monthly expenditures, and analyzing variances from forecasts. In the event of deviations, they propose and implement corrective measures to ensure optimal and compliant use of resources, in compliance with MdM BE’s internal rules and donor requirements. The coordinator also ensures the preparation of financial documents required for donor reports and audits.
